Durante cerimônia de entrega de 605 unidades habitacionais e de inauguração do sistema de saneamento de esgotos no município de São Leopoldo (RS), o presidente Lula enfatizou que, nos últimos anos, houve uma mudança de reconhecimento do Brasil como sendo o país das obras inacabadas para o “Brasil das obras concluídas”. Lula disse que essa inversão de cenário deveu-se a três mulheres: a ministra-chefe da Casa Civil, Dilma Rousseff; a secretária excutiva da Casa Civil, Erenice Guerra; e a subchefe de Articulação e Monitoramento, Miríam Belchior.
Lula enfatizou que dificilmente um governante se interessaria por obras de saneamento básico por considerar que o empreendimento não aparece. Porém, segundo ele, investir na rede de água e esgostos significa melhoria da qualidade de vida dos cidadãos. Por tal motivo, lembrou, o município de São Leopoldo transformou-se na cidade com a melhor estrutura de saneamento do estado do Rio Grande do Sul.
O presidente disse também que sobrevoou a região metropolitana de Porto Alegre para vistoriar algumas obras que estão planejadas. Porém, lamentou o fato de entraves que atrapalham o desenvolvimento dos projetos e, deste modo, os prazos ficam mais longos. Então, Lula reclamou o fato de que tem mais gente que atua para impedir o curso normal das obras em comparação com a quantidade de pessoas que defendem as obras do governo que darão melhores condições ao cidadão.
A inauguração da Estação de Tratamento de Esgotos (ETE) e a entrega de 605 unidades habitacionais a moradores de cinco bairros desta cidade é parte do programa Minha Casa, Minha Vida. Segundo o Ministerio das Cidades, o investimento previsto no conjunto de obras é de R$ 104,67 milhões. Já ampliação do sistema de esgotamento sanitário nos bairros de Feitoria e Campestre receberam investimentos R$ 7,9 milhões, sendo R$ 5,2 milhões de financiamento do Programa Saneamento Para Todos/FGTS e R$ 2,6 milhões de contrapartida da prefeitura municipal. Serão beneficiados diretamente 50 mil habitantes.
