Ao relembrar emocionado as dificuldades vivenciadas no passado, como por exemplo quando morava na Vila Carioca, em São Paulo, na década de 1950, em uma casa que sofria constantes enchentes, o presidente Lula deu uma mensagem de otimismo e esperança às 208 famílias que receberam nesta quarta-feira (8/9) apartamentos do PAC Urbanização na cidade de Contagem (MG), região metropolitana da Belo Horizonte.
O que aconteceu comigo acontece com muita gente pobre neste país. Mas o que eu estou vendo aqui hoje é um processo extraordinário de reparação das condições de vida da sociedade brasileira. A gente só vence se a gente não se desesperar, se a gente não desacreditar, se a gente acreditar que é possível vencer as barreiras.
Lula reafirmou o compromisso do seu governo em investir em infraestrutura, saneamento básico, tratamento de água e esgoto e sustentabilidade ambiental. “É este país que nós precisamos construir para não permitir que o país continue a ser o que era há algum tempo”, disse ele durante o discurso. O presidente afirmou ainda estar feliz com o anúncio da Caixa Econômica Federal de já ter contratado 625 mil casas do programa Minha Casa, Minha Vida. “Esse programa é um milagre. A gente não tinha hábito de fazer casas no Brasil, e com o Minha Casa, Minha Vida assumimos o compromisso de fazer 1 milhão. Se Deus quiser, até o fim do ano vamos contratar 1 milhão de casas, o que é algo inédito neste país e, a partir do ano que vem quem estiver governando o Brasil vai contratar 2 milhões de casas para as pessoas mais pobres”, previu.

Os 208 apartamentos entregues em Contagem fazem parte do projeto de intervenção para requalificação urbana e ambiental no vale do Ribeirão Arrudas. As unidades são de dois e três quartos, com piso em cerâmica e pintura em látex. Neste empreendimento, serão construídos 42 blocos de 16 apartamentos, sendo 38 blocos do PAC Urbanização, no valor de R$ 29 milhões, e quatro blocos pelo Fundo Nacional de Habitação de Interesse Social, com valor de R$ 3 milhões. O vale do Ribeirão Arrudas terá ainda contenções, retificações e interceptor de esgoto, com redes de drenagem, abastecimento de água e de coleta de esgoto sanitário.

Lula, que lançou a “pseuda-candidata”, ataca os “pseudo-formadores de opinião pública”. Tá falando do marqueteiro da Dilma?

Durante discurso em Contagem (MG), o presidente Luiz Inácio Lula da Silva atacou o que chamou de “pseudo-formadores de opinião pública” no Brasil e disse que o país está melhorando porque o povo passou a votar sem levá-los em consideração. “A minha alegria é imensa de saber que eu cheguei a presidente da República porque um dia vocês tiveram consciência política e não tiveram medo de votar em mim. Porque um dia vocês acreditaram em vocês mesmos. Eu acho que essa é a grande coisa que eu vou deixar quando eu sair da Presidência: que o povo trabalhador desse país, a classe média e os pobres aprenderam a pensar pela sua cabeça, a andar com suas pernas, a enxergar pelos seus olhos e a votarem pela sua consciência, e não pelos pseudo-formadores de opinião pública desse país. E é por isso que o Brasil tá melhorando.”

Brasil na hora da verdade: eternizar a quadrilha no poder ou fazer uma limpeza ampla, geral e irrestrita.

Ao comentar o discurso do presidente Luiz Inácio Lula da Silva, durante o programa de TV de sua candidata, Dilma Rousseff (PT), ontem à noite, o candidato José Serra (PSDB) afirmou que a participação de Lula “não foi uma defesa, mas um ataque” e que a adversária está “terceirizando” a artilharia contra sua candidatura. Apesar de criticar o comportamento do presidente, o tucano procurou direcionar suas críticas à petista. “Dilma [promove] a terceirização dos debates e dos ataques, que incluem, agora, o presidente da República, que apesar de presidente da República e de todos os brasileiros, se engaja como porta-voz de uma candidata que, aparentemente, não tem condição de falar por si própria, nem de atacar. Porque o que houve ontem não foi uma defesa, foi um ataque”, afirmou, em entrevista após participar de um encontro com pessoas com deficiência. Serra criticou o fato de o presidente ter, segundo ele, invertido a posição de vítimas dos tucanos e de sua filha, Veronica, ao acusar o candidato de promover “baixarias”. “É absolutamente original acusar vítimas, que reclamam por terem sido vítimas, de fazer jogo baixo. O jogo baixo, da invasão, só mostra a natureza daqueles que praticam o crime”, disse o tucano. Para o tucano, “essa é a estratégia do PT, essa é a estratégia da candidata oculta e essa é a estratégia do presidente da República enquanto pessoa física”. Serra não confirmou que responderá ao presidente Lula pessoalmente, no seu programa de TV, amanhã, como revelou a Folha”Isso não está definido. No programa eleitoral eu falo para a população brasileira. Eu não falo para este indivíduo ou aquele, ou para responder isso ou aquilo”, mais cedo. afirmou.Sobre a revelação de que o seu genro, o empresário Alexandre Burgeois, também teve seu sigilo fiscal acessado na unidade da Receita Federal em Mauá, Serra disse que o caso “deixa mais do que claro que se trata de um trabalho de quadrilha”. O tucano se disse “indignado” e “ofendido” e afirmou que a violação representa, na prática, um ataque aos seus netos. “Eu tenho três netos, os pais deles estão sendo agredidos pela máquina oficial em nome de uma campanha. Querem prejudicá-los para, com isso, prejudicar a minha candidatura”, disse.

O sigilo fiscal do empresário Alexandre Bourgeois, genro do candidato à Presidência José Serra (PSDB), também foi violado na Receita Federal. Os dados dele foram vasculhados no dia 16 de outubro do ano passado, oito dias depois da violação dos sigilos de sua mulher, Verônica Serra, do vice-presidente do PSDB, Eduardo Jorge, e de mais três tucanos. As informações do genro de Serra foram acessadas três vezes a partir do computador da servidora Adeildda Ferreira dos Santos. O sigilo fiscal de Alexandre foi violado na agência da Receita em Mauá, mesmo palco dos outros acessos ilegais. Verônica Serra ainda teve sua declaração de renda violada no dia 30 de setembro por meio de uma procuração falsa. Leia mais aqui.

Medo e covardia.
O medo tomou conta dos institutos de pesquisas. Nenhum teve coragem de registrar pesquisa nacional de intenção de votos. Nenhum quer ser o primeiro a enfrentar a fúria dos poderosos, mostrando uma queda da candidata oficial. Medo e covardia. Os seus diretores vendidos preferem vender colunas ou palestras. Ou trackings em euros para os novos cartéis formados pelo petismo. Nenhuma pesquisa registrada para os próximos dias no TSE.

Serra prepara resposta ao criminoso eleitoral.

O candidato do PSDB à Presidência, José Serra, cancelou viagem a Corumbá (MS), onde gravaria na fronteira, para gravar uma resposta ao depoimento do presidente Luiz Inácio Lula da Silva, exibido no horário eleitoral. O texto ainda não foi definido pela campanha tucana, mas deve ser exibido amanhã.

Eleitores de Serra exigem indignação da Oposição e dura resposta aos crimes cometidos por Lula no horário eleitoral.
Nenhum eleitor quer ver o seu candidato ser chamado de mentiroso e de “baixo” no horário eleitoral, especialmente quando é a vítima. Ainda mais quando isto é feito pelo Presidente da República, em flagrante crime eleitoral. LEIA POST SOBRE O TEMA, DE ONTEM, PUBLICADO LOGO ABAIXO. Os partidos devem se reunir hoje e comunicar que estão entrando com pedido de direito de resposta e com interpelação junto aos TSE e STF. Nem devem falar os presidentes de partidos. Devem falar os advogados e, antes, treinarem para falar como o povo entenda. Não precisa fazer pesquisas qualitativas para saber que é isto que o eleitorado de oposição quer. Não precisa mais ter medo de bater no Lula. Mais do que ser chamado de covarde, “baixo” e mentiroso não vai acontecer. É óbvio que é isso que Lula quer. Puxar a briga para ele para blindar Dilma. Pois entrem com pedido de impugnação da sua candidatura por uso escancarado de máquina pública, pelo Presidente da República. O problema não é o Lula. O problema é que ele não pode fazer o que está fazendo no cargo que ocupa. Não tem analfabeto que não entenda isso.

Nelson Rodrigues costumava dizer que toda unanimidade é burra. Em Minas Gerais, a unanimidade em torno do governador Aécio Neves vai mais longe. É, além de burra, truculenta, cega e venal. Nenhum outro governador brasileiro ostenta índices tão altos de aprovação e popularidade. Apontado como um dos favoritos ao Planalto em 2010, Aécio raramente aparece na mídia em situações desconfortáveis ou constrangedoras. Quando isso acontece, como no caso do “mensalão tucano”, a imprensa mineira é a última tocar no assunto. Via de regra, espera um sinal de fumaça do Palácio da Liberdade para entrar na pauta, sempre na esteira da defesa do governador. Mas de onde vem esse fervoroso engajamento jornalístico? Será bairrismo em torno da perspectiva de um mineiro na presidência? Ou é o fato de o governador ser jovem, boa pinta e austero com as finanças?
Nos bastidores do Palácio da Liberdade, sede do governo mineiro, existe uma azeitada máquina de comunicação e propaganda trabalhando a todo vapor para manter a imagem de Aécio intacta e em alta até as eleições de 2010. Esse projeto de poder, que começou a ser gestado em 2002, é baseado no binômio truculência e dinheiro. Em Minas, é proibido falar mal do governador. Casos de jornalistas que ousaram quebrar essa regra e foram demitidos ou ameaçados existem aos borbotões. O resultado, em muitos casos, é a opção pela auto-censura como forma de sobrevivência.
Esse consenso tem sido financiado por uma farta publicidade estatal. Não é a administração direta, mas as estatais que mais gastam em comunicação e publicidade. Com isso, fica mais difícil a fiscalização da Assembléia Legislativa, que ainda por cima conta com uma oposição pouco coesa. “Minas é um estado com alto grau de censura. A imprensa, aqui, é porta-voz do governo Aécio. Existem muitas denúncias de jornalistas perseguidos pelo Palácio da Liberdade. A intervenção do governo se dá de forma direta. Eles pedem a demissão de funcionários e, em muitos casos, são atendidos. Hoje, a censura é mais econômica, já que a cota de publicidade (estatal) nunca foi tão alta. O gasto de publicidade de Aécio cresceu 500% em relação a Itamar. Na execução fiscal de 2006, ele gastou 400% a mais que o previsto”, relata o deputado estadual Carlin Moura, do PCdoB.
A pedido da Fórum, Carlin enviou um requerimento ao governo pedindo uma planilha detalhada com todos os investimentos publicitários do estado, incluindo as estatais. Até o fechamento desta edição, esses dados ainda não haviam sido liberados. “Existe uma caixa preta, já que a maioria dos gastos é feita por empresas estatais, como a Cemig e a Copasa, sobre as quais a Assembléia não tem controle. Eles não dão as rubricas separadas”, conclui Carlin. Em tempo. Segundo dados do Diário Oficial de Minas, a Copasa gastou, só no primeiro trimestre de 2007, R$ 5.208.000. A estatal opera com duas agências, a 3P Comunicação e a RC Comunicação Ltda. No segundo trimestre, a estatal gastou mais R$ 6.615.000, sempre com as mesmas agências. “As empresas são obrigadas, por um dispositivo legal, a informar o volume de gastos, mas não temos como fazer o acompanhamento orçamentário”, informa um assessor da Assembléia Legislativa. O Diário Oficial informa, ainda, que, em 2007, a Secretaria de Estado de Governo já ultrapassou os R$ 30 mil.
Não foi por acaso que Minas Gerais foi o estado que registrou a maior adesão à Semana de Democratização da Mídia. No último dia 5 de outubro, cerca de mil manifestantes de entidades como Abraço, FNDC, Fenaj, CUT, UNE e MST se concentraram em frente ao Palácio da Liberdade. Além de pedir transparência nos processos de concessão de TV, os mineiros denunciaram a falta de liberdade de imprensa no estado. “Em Minas Gerais a liberdade de pensamento é muito mais atacada, pois vivemos sob uma pesada censura praticada pelo governo do estado em parceria com os donos dos principais veículos. Com o objetivo de promover a blindagem em torno da figura do governador Aécio Neves, vários jornalistas foram demitidos por produzirem matérias que desagradaram o Palácio da Liberdade. Depois dessa perseguição, nunca mais se viu ou se ouviu uma única reportagem que contrariasse o interesse da elite que governa Minas Gerais”, resumiu o manifesto batizado de “Carta de Belo Horizonte”, produzido pelos manifestantes.
“O maior jornal do estado, O Estado de Minas, eu chamo de ‘O Estrago de Minas’. Ele é totalmente ligado ao governador. A verdade é que todos estão comprometidos. Não sobra nenhum. Chamam o Aécio de ‘o filho do avô’. Ele não tem tradição nenhuma na política, mas é blindado. Por quê? Falam do mensalão mineiro, mas deviam investigar é o mensalão da mídia mineira”, diz José Guilherme Castro, coordenador de comunicação e cultura da Associação Brasileira de Radiodifusão Comunitária (Abraço) e secretário geral do Fórum Nacional pela Democratização da Comunicação (FNDC). “Aqui em Minas não saiu nada sobre o mensalão mineiro. Só começaram a publicar essa história quando veio a reação do Aécio”, conclui Kerisson Lopes, um dos organizadores da manifestação do dia 5 de outubro, em Minas.
Neste último mês, Fórum conversou com jornalistas, políticos, pesquisou números e levantou histórias reveladoras sobre os bastidores de uma relação mais que promíscua entre o primeiro e o quarto poder em Minas Gerais.
Coco e romance em Ipanema
Em plena tarde de quinta feira, três carros de luxo estacionam em frente a um quiosque de Ipanema, na altura do Jardim de Alah. Os curiosos param para ver a cena. Um casal desce cercado por seguranças e pede água de coco. No dia seguinte, os jornais cariocas revelam o nome dos pombinhos: Aécio Neves e a miss Natália Guimarães. A nota repercutiu no país inteiro, menos em Minas Gerais. Ocorre que, naquele mesmo dia, o governador tinha um importante compromisso – uma solenidade em homenagem à cultura mineira. Diante da inusitada ausência do governador, o vice Antônio Augusto Anastásia teve de improvisar o discurso. Esse pequeno episódio foi lembrado pelo deputado Carlin para um plenário vazio na Assembléia Legislativa de Minas.
Não houve repercussão. Ninguém tocou no assunto, nem mesmo nas colunas sociais locais. O “namoro” só veio à tona na base de Aécio quando sua assessoria achou conveniente. “O romance do governador com a miss Brasil”, estampou, na capa, a revista IstoÉ Gente do último dia 15 de outubro. O episódio é menor, mas cheio de significado. Apesar do clima de macartismo, alguns profissionais ousam revelar os bastidores do esquema. Fórum conversou com um dos editores de um dos maiores jornais mineiros. Por motivos óbvios, ele pede para não ter seu nome revelado. “As pautas chegam com algumas ‘rec’s’ (recomendações). É o editor-chefe quem administra isso. Ele precisa ter jogo de cintura. Para garantir essa blindagem, o governo ataca em massa e manda fazer cadernos especiais de estatais, especialmente da Copasa. Quem cuida dessa interlocução diretamente é a irmã do Aécio, Andrea Neves. É ela que manda na área de imprensa. O Aécio paira por cima. Andrea provocou a demissão de vários companheiros.”
O nome de Andrea Neves da Cunha, 48 anos, irmã mais velha de Aécio e chefe do serviço de assistência social do estado, causa calafrios nas redações mineiras, especialmente nas de Belo Horizonte. Apesar de, formalmente, ocupar um cargo que tradicionalmente pertence à primeira dama, na prática é ela a comandante de fato da área de comunicação da administração. Em reportagem publicada em outubro no jornal Valor Econômico, os repórteres César Felício e Ivana Moreira revelaram ao Brasil o que todo jornalista mineiro já sabia. Coube a Andrea o comando da operação colocada em curso para minimizar os danos do noticiário do mensalão tucano sobre seu irmão. Foi ela que decidiu pela estratégia de aguardar uma semana para que Aécio se pronunciasse oficialmente.
Além do serviço social, a irmã de Aécio também comanda o Grupo Técnico de Comunicação, uma equipe de 12 profissionais de mídia empregados na estrutura do estado e que determina as ações de marketing. Não é exagero dizer que esse é o quartel general da inquisição.
Andrea mãos de tesoura
Era para ser apenas um trabalho de conclusão de curso, mas se tornou um dos vídeos mais assistidos do site YouTube. Em 2003, o estudante de comunicação da UFMG, Marcelo Baeta, recebeu anonimamente uma lista de jornalistas demitidos a pedido do governador. Ficou com a pulga atrás da orelha e passou a prestar mais atenção no noticiário. A decisão definitiva de fazer um documentário foi tomada em novembro de 2004, quando o governo lançou uma campanha maciça para anunciar o “déficit zero”. Baeta notou que a matéria do repórter Ismar Madeira, no Jornal Nacional, era bem parecida com os anúncios publicitários do governo do intervalo, onde um ator-repórter anunciava que “Minas Gerais superou uma década no vermelho”. Um escândalo. No fim da noite, Aécio apareceu no programa Jô Soares, no qual foi fartamente elogiado pelo apresentador bonachão.
A apuração de Baeta revelou a faceta mais brutal do governo Aécio. Um dos entrevistados foi o jornalista Marco Nascimento, hoje diretor de jornalismo da TV Gazeta, em São Paulo. Ele conta, sem rodeios, que Andrea Neves pediu sua cabeça logo depois das eleições, quando Nascimento era diretor de jornalismo da Globo MG, em função de uma série de matérias “que estavam sendo ruins para o governo”. “Imaginei que contaria com o apoio da Globo no Rio, mas estava enganado”, disse a Baeta. Procurado por Fórum, Nascimento disse que prefere não falar mais sobre esse assunto. Ele não imaginava que um trabalho de conclusão de curso fosse ter tamanha repercussão, a ponto de ser citado em matérias publicadas na Europa.
Outro que denunciou os abusos de Aécio, mas acabou voltando atrás, foi o jornalista esportivo Jorge Kajuru. Em maio de 2004, ele ficou furioso na véspera de um jogo da seleção brasileira no Mineirão. Com o microfone em punho, esbravejou: “Sobra ingresso para os convidados do governador de Minas, falta para o torcedor”. Resultado: foi demitido no intervalo. Irado, Kajuru fez um desabafo no programa do apresentador Clodovil. “A irmãzinha dele (Aécio) pede a cabeça de jornalista. Tem jornalista em Belo Horizonte perdendo emprego por causa dela. A emissora sofreu uma pressão enorme. Aécio deve estar rindo agora.”
Não resta dúvida de que o período mais agressivo das investidas de Andrea Neves contra os jornalistas foi entre 2003 e 2004. “Nos primeiros anos de governo, recebíamos muitas denúncias graves de jornalistas que reclamavam de cerceamento por parte dos editores. Havia ingerência direta do governo e da assessoria na cobertura. Era escancarado. Os proprietários eram pressionados e pressionavam os editores para barrar a divulgação de matérias ruins para o governo”, revela Alexandre Campelo, diretor do Sindicato dos Jornalistas de Minas Gerais. “Os repórteres denunciavam mudanças e distorções nas matérias que escreviam. Nos últimos dois anos, as queixas diminuíram. Na minha opinião, a pressão, hoje, é mais financeira. A conjuntura profissional – leia-se falta de emprego – colabora para deixar os jornalistas com medo. A cobertura, por sua vez, continua chapa branca. É difícil ver notícias de impacto contra o governo ou o governador. Denúncias só aparecem em veículos de outros estados”, completa.
O caso Lindemberg
Não é de hoje que a imprensa mineira mantém relações promíscuas com o governo estadual. Há quem diga que a tradição nasceu com Assis Chateubriand e seu império, os Diários Associados, grupo que ainda hoje é forte no estado – é dono do jornal O Estado de Minas. Especulações à parte, existe um episódio curioso que passou completamente batido pela grande imprensa nacional, mas que merece ser observado com lupa. No último dia 19 de setembro, a revista IstoÉ publicou uma reportagem explosiva: “Exclusivo: Os documentos do mensalão mineiro”.
A repercussão foi imediata em todo o país, menos em Minas. Mas isso não vem ao caso. O que chama atenção é o fato de que o documento que deu origem à matéria – um relatório da Polícia Federal – está, hoje, disponível na internet para quem quiser ler e repercutir. Mas, curiosamente, existe pouca gente interessada no assunto. Fórum imprimiu e esmiuçou as 172 páginas do relatório. E descobriu que ainda existe muita pauta quase inédita para ser publicada. Em linhas gerais, o relatório – que se refere ao período em que o tucano Eduardo Azeredo foi governador e candidato a reeleição – mostra que toda a estrutura de caixa dois criada por Marcos Valério passava pela comunicação, por meio da simulação de gastos com comunicação.
Mas isso também não é novidade. Na página 151, entretanto, um nome salta aos olhos: Carlos Lindemberg Spínola Castro. Para quem não sabe, ele era na época e ainda é editor do jornal Hoje em Dia, que pertence à Igreja Universal e é um dos maiores do estado. No período investigado, o ano de 1998, quando Azeredo tentou a reeleição, Lindemberg recebeu da SMP&B, portanto da campanha, R$130 mil para dar “opiniões políticas”. Em depoimento para a Polícia Federal, ele reconhece que recebeu R$ 50 mil. Existe algum problema no fato de Lindemberg ser o responsável por um dos principais jornais do estado e receber dinheiro da campanha do governador que tenta a reeleição? A imprensa mineira acha que não. Tanto é que apenas um site no estado, o Novo Jornal, tocou no assunto. Outros jornais e revistas do Brasil chegaram a ensaiar a publicação do caso, mas foram “convencidos” a deixar quieto.
Fórum conversou com Lindemberg, que se defende. “Não existe relação entre uma coisa (ser diretor de um jornal) e outra (prestar serviço como consultor). Sempre prestei consultoria. Não trabalho para nenhum político ou agência, fui pago por uma agência de forma limpa. Tanto é que não há ilicitude em relação a mim.” Além de dizer que toda unanimidade é burra, Nelson Rodrigues (sempre ele) também disse, certa vez, em sua Flor de Obsessão: “o mineiro só é solidário no câncer”. Dessa vez, contudo, parece que ele errou.
Jornal mineiro é o mais vendido do Brasil
Pela primeira vez na história da imprensa brasileira os mineiros têm um jornal que é líder de circulação no país. Informa o Instituto de Verificador de Circulação (IVC) de agosto que o Super Notícia, tablóide diário de 25 centavos, vem mantendo uma média diária de 300.322 exemplares distribuídos. Isso é mais que a Folha de S.Paulo (299.010), O Globo (276.733), Extra (238.937) e O Estado de S.Paulo (238.752). No Brasil das raríssimas exceções, o estado ao invéz de se ater a servir a nação, vive a servir a pessoas e grupelhos políticos. O problema já é muito antigo e já está no nosso DNA. “O negócio é levar vantagem. Certo?”. Infelizmente o que já era ruim, está ficando pior.

Somente 39 de 2.003 creches e pré-escolas com verbas liberadas foram construídas nos últimos três anos. É o que mostra um balanço obtido pelo UOL Educação com o FNDE (Fundo Nacional de Desenvolvimento da Educação) sobre o programa Proinfância, criado para atender a área. O número representa apenas 1,94% do total.
Para o fundo, que é vinculado ao MEC (Ministério da Educação), as prefeituras, que recebem o dinheiro e constroem as unidades, são as responsáveis pela demora. De acordo com Tiago Radunz, coordenador-geral do Proinfância, há municípios com “baixa capacidade técnica” e “inexperiência com licitações”. Ele também afirma que as eleições de 2008 atrapalharam o andamento dos processos. “Há municípios que foram licitar em dezembro [de 2008]”, diz
O presidente da Undime (União Nacional dos Dirigentes Municipais de Educação), Carlos Eduardo Sanches, diz que, além das dificuldades burocráticas dos processos de licitação, a complexidade dos projetos atrapalha a construção. Os municípios precisam seguir diretrizes básicas do MEC no planejamento das unidades. “[O projeto é] Composto de muitos detalhes. É exceção, é regra. Até então, eram bem mais simples do que esse”, afirma.
Os convênios assinados em 2007 ainda tiveram um problema adicional: segundo o MEC, as verbas deste período só começaram a ser liberadas em junho de 2008. Radunz afirma que as assinaturas de 2007 foram feitas baseadas em um “projeto básico” e que só no começo do ano seguinte o ministério divulgou o projeto executivo.
Obras paradas
De acordo com os registros do sistema do monitoramento de obras do FNDE, o número de unidades concluídas só é menor que o total de obras paralisadas, que chegam a 80. As informações são repassadas ao governo pelas próprias prefeituras.
De acordo com o fundo, há mais de 1.100 prédios em fase de planejamento, licitação ou adequação de projetos e 791 em construção –quase metade deles (366) com menos de 50% das obras concluídas.
Uma das maneiras, segundo o FNDE, de evitar que o dinheiro acabe sendo usado para outros fins é o escalonamento de repasses. No momento da assinatura dos convênios, as prefeituras recebem 50% do valor total. Outra parte do dinheiro é liberada quando metade da obra está de pé e, o restante, quando faltam 25% para a conclusão. Ou seja: praticamente uma em cada duas creches que estão sendo construídas não chegou a receber nem a segunda parcela da verba.
A demora na entrega das unidades pode forçar o MEC a criar um fundo de emergência para custeá-las em 2011, já que o dinheiro do Fundeb (Fundo de Manutenção e Desenvolvimento da Educação Básica) é distribuído de acordo com o censo da educação de 2010 -antes da existência das novas escolas.
Convênios
Os convênios para liberação do dinheiro do Proinfância são assinados pelo FNDE e pelo município. A prefeitura precisa provar, primeiramente, que o terreno onde se pretende construir a unidade pertence a ela. Depois, ela apresenta ao governo o projeto de execução da obra, que deve estar de acordo com as exigências do MEC.

Nesta fase do processo, o programa é analisado e pode ser devolvido às secretarias municipais de educação se o governo encontrar algum problema. Se tudo estiver certo, a prefeitura faz a licitação.
A construção de uma creche ou uma pré-escola leva pouco mais de um ano, se não forem levados em conta o tempo necessário para a licitação (que pode levar seis meses) e fatores externos, como chuvas durante as obras.
Desde 2007, ano de início do Proinfância, foram celebrados 2.003 convênios, incluindo emendas parlamentares. Neste ano, além das 283 unidades com termos já assinados, o FNDE prevê fazer mais 518 acordos com prefeituras após o período eleitoral.
PAC 2
Segundo Tiago Radunz, a partir de 2011, a construção das creches pode ser mais rápida. Segundo ele, a construção de 6 mil creches é uma das metas do PAC (Programa de Aceleração do Crescimento) 2. “Quando [a construção] passa a ser executada no âmbito do PAC, faz-se um termo de compromisso pelas prefeituras e se eliminam umas etapas”, diz.

And please read previous posts before putting a 1 line comment about how terrible something is. Odds are someone has already said it, and probably said it more eloquently. I am aware that I am ignoring my own advice as I post this, but as the majority of posts are either “I like this band and scored higher that the graph says I should have” or “Correlation is not causation” I felt the voice or reason needed to be expressed as much as possible.
