Preocupação não é com futuro pessoal, mas com presente e futuro do País

Após deixar a Presidência, em 2011, o presidente Lula pretende ajudar a aprovar as tão sonhadas reformas política e tributária no País, além de trabalhar com países africanos e sul-americanos, levando a eles a experiência brasileira de combate à fome e à pobreza. Em entrevista ao jornal O Estado do Paraná, publicada nesta quinta-feira (2/9), Lula garantiu no entanto que, até lá, se dedicará ao trabalho e à cobrança de realizações dos seus auxiliares.
A minha preocupação principal no momento não é com o meu futuro pessoal, e sim com o presente e o futuro do nosso país. Quero continuar trabalhando e cobrando realizações dos meus auxiliares até o último segundo do meu mandato, pois para isso é que eu fui eleito presidente. (…) Sobre o meu futuro pessoal, penso em trabalhar, através do PT e outros partidos, para finalmente aprovarmos a Reforma Política e a Reforma Tributária. Essas são questões mais afetas ao parlamento que à Presidência. Vou tentar também trabalhar com países africanos e sul-americanos que ainda lutam contra a extrema pobreza e a fome, levando a experiência bem-sucedida que tivemos nesses oito anos no Brasil. É preciso que esses países se tornem fortes do ponto de vista econômico e social e que sejam grandes parceiros do Brasil. Temos plena consciência de que não é preciso que outros países percam para que nós possamos ganhar. Nosso intercâmbio será mais intenso e lucrativo quando todos tiverem um bom nível de desenvolvimento econômico e social. Mas eu pretendo cuidar do meu futuro efetivamente quando tiver todo o tempo do mundo para planejar, ou seja, a partir do dia 1º de janeiro.
Lula disse ainda que o governo pretende sim investir na construção de metrôs mas sempre pensando na melhoria do transporte urbano para a mobilidade e conforto da população, e não apenas tendo em vista a Copa do Mundo de 2014. O presidente lembrou que o PAC da Copa não contemplou projetos de metrô porque outros modais de transportes foram priorizados, por serem mais rápidos de executarem, como a construção de corredores para ônibus e Veículos Leves sobre Trilhos (VLTs), monotrilhos e obras viárias. Ainda assim, Curitiba poderá contar com recursos para a construção do seu metrô, por meio de recursos previstos no PAC 2.
O PAC 2, por exemplo, prevê investimentos de R$ 18 bilhões para projetos de mobilidade urbana a serem executados a partir de 2011. A chamada pública para a apresentação formal de projetos está prevista para breve e algumas cidades, entre elas Curitiba, já manifestaram interesse à Secretaria Nacional de Mobilidade Urbana, do Ministério das Cidades.

A mentira como método e como arma política tão imoral quanto eficaz
A farsa montada pelo governo para tentar culpar Verônica Serra pela violação do próprio sigilo fiscal tinha um tempo de duração. E então muitos leitores me perguntam, cheios de justo espanto:
“Reinaldo, por acaso eles não sabiam que a verdade acabaria aparecendo, que seria possível provar a falsidade da assinatura e até a do reconhecimento de firma?”
Respondo: Claro que eles sabiam!
É que estamos diante da aplicação de uma das teorias da comunicação, usada com desenvoltura por canalhas:
- espalhe a mentira:
- insista nela;
- faça com que ela pareça ter o mesmo peso da verdade;
- transforme tudo numa mera guerra de versões
Resultado: uma parte da opinião pública desiste do caso no meio do caminho e se conforma com a mentira. Para essa gente, não levar a mentira ao ar seria pior: todos ficariam expostos só à verdade. E a verdade não lhes interessa.
Há estudos a respeito da eficácia desse procedimento — estudos críticos, claro! Os que têm compromisso com a verdade usam esse saber para tentar desvendar as farsas oficiais. Os que não têm o fazem para construir farsas oficiais. Ademais, não lhes digo nenhuma novidade. A máxima atribuída a Goebbels, o ministro da propaganda do nazismo, fala por si: uma mentira repetida muitas vezes vira verdade.
Então não tem sido assim?
Pensem bem: então não tem sido mesmo assim? Não tem sido essa a lógica de comunicação do governo Lula nesses quase oito anos? O expediente empregado para tentar destruir os adversários, convertidos em inimigos, é o mesmo que serve à glorificação de seus feitos. Mente-se de forma organizada, determinada, obsessiva, sobre o passado. Mente-se de modo não menos organizado, determinado e obsessivo sobre o presente. Mentiras já começam a ser construídas, diga-se, com vistas ao futuro.
Todos vimos o desempenho da presidenciável Dilma Rousseff no Jornal da Globo:
- inventou que Lula colaborou para libertar presos políticos cubanos — falso: o Babalorixá colaborou para que ficassem presos, comparando-os a bandidos;
- inventou que o governo e o PT sempre consideraram as Farc ligadas ao crime — falso: o PT manteve relações com as Farc; ela mesma empregou a mulher de um narcoterrorista;
- inventou que o Brasil ficou 25 anos sem investir, antes do governo Lula — falso: FHC investiu uma porcentagem maior sobre o PIB do que Lula.
É tal o descompromisso com a verdade que se pode mentir até sobe temas aparentemente irrelevantes. Dilma montou uma loja de porcariada importada em fevereiro de 1995 e fechou as portas em setembro do ano seguinte: incompetência como comerciante. Só isso. Segundo ela, quebrou por causa da desvalorização cambial. Que desvalorização? Durante um bom tempo, o real esteva mais forte do que o dólar, um paraíso para importadores. Quando ela fechou seu empreendimento de vender cacarecos do Panamá, a proporção era 1 por 1—- um dólar igual a um real —, e não três por um, como ela disse. Nese caso, acho que a ingorância colaborou com a mentira.
Foi mentindo de modo compulsivo que o governo Lula conseguiu criar uma herança maldita que nunca existiu — incluindo o “descontrole da inflação”, estupidez que buscava expropriar FHC e o governo anterior de seu principal ativo, aquilo que realmente alterou a estrutura da economia brasileira e a tirou da rota da estagflação — estagnação com inflação: o Plano Real. Lula bateu a carteira dos programas sociais do governo FHC, reuniu-os num só e lhes deu novo nome. E proclamou: nunca antes nestepaiz…
Lula foi beneficiado pela quase triplicação do preço de commodities brasileiras, origem das reservas que se acumularam — e transformou esse evento num fantástico aumento de exportações, que também não aconteceu. Lula anunciou uma revolução nas universidades federais, que nunca houve. E usou a máquina oficial, de modo sistemático, durante oito anos — com o apoio de sindicatos e dos movimentos sociais —, para destruir o legado alheio. Um império da mentira! É claro que contou com a ajuda de setores da imprensa. Elio Gaspari, por exemplo, foi um dos que ajudaram a fazer a sua fama entre setores pensantes — ou que pensam que pensam. Este gigante foi o primeiro a proclamar, por exemplo, a superioridade do “modelo Dilma” de concessão de estradas: é aquele que mata cobrando pedágio barato. Mas isso fica para texto específico — sobre Gaspari, não sobre estradas.
Então é tudo mentira? Ou: método!
Então é tudo mentira no governo Lula, e a população é imbecil e endossa um governo ruim? É claro que não! Quem deve pensar isso a respeito da população de São Paulo são os petistas. Eu, por exemplo, nunca escrevi algo assim. O que não aceito é que se recorra à mentira para destruir feitos alheios e inflar os próprios. Não acredito nesse tipo de política. Não acredito no “quanto pior, melhor”, opção que o PT ainda faz em São Paulo, por exemplo, onde nega — e combate — conquistas óbvias na educação, na saúde, na segurança, na infra-estrutura. Em entrevista ao Estadão, Aloizio Mercadante, candidato do PT ao governo do Estado, afirmou que São Paulo cresce menos do que o Brasil. É mentira! Cresce mais desde 2004.
O que estou lhes dizendo é que a mentira é usada como método, o que caracteriza um descarado cinismo. E a prática, o que é espantoso, passou a ser encarada como coisa corriqueira, normal, própria da política, por amplos setores da imprensa. Volto ao caso Verônica Serra. Vejam a hora em que foram publicados textos no chamado jornalismo Online. Só no fim da tarde se admitiu o óbvio: tudo não passava de uma trapaça. Durante horas, a mentira espalhada pela Receita ficou no ar, exposta a milhares de leitores — muitos deles se deram por satisfeitos com ela. E governo, Receita e petistas colheram, então, os frutos da mentira.
O que leva um órgão oficial a tornar público um documento que já se sabia falso (ver post sobre reportagem do Estadão)? O que leva o líder do governo no Senado, como fez Romero Jucá (PMDB-RR), a anunciar que seria apresentada a “prova” de que a própria Verônica havia pedido a quebra do sigilo? Convicção de que falavam a verdade? Ah, não! Jucá pode não ser, assim, um bom guia de educação moral e cívica, mas besta ele não é, muito pelo contrário. Ou não teria chegado tão longe — e ele sempre chega longe demais pouco importa quem esteja no governo. A seu modo, é um homem esperto.|
Não! Este não é apenas um governo viciado na mentira, que a exerce de modo compulsivo. Também é. Este é um governo que faz da mentira um método: mente-se sobre o passado, mente-se sobre o presente, mente-se sobre o futuro, mente-se sobre a biografia de seus heróis, mente-se até para contar a história da falência de uma lojinha de cacarecos de Dilma Rousseff, candidata a governar os cacarecos morais do Brasil.

O TSE (Tribunal Superior Eleitoral) arquivou nesta quinta-feira o pedido do PSDB para que a Justiça Eleitoral cassasse o registro candidatura de Dilma Rousseff (PT) em consequência das quebras de sigilo fiscais na Receita Federal. Em decisão monocrática (tomada individualmente), o corregedor-geral eleitoral Aldir Passarinho negou o pedido da coligação do candidato José Serra (PSDB) ao argumentar que não há provas de que a petista está envolvida nas violações de sigilo.
Na decisão, o ministro afirma que não há evidências de que o episódio tenha provocado danos à disputa eleitoral. Segundo Passarinho, cabe ao Ministério Público Federal investigar as denúncias –numa esfera que não seria da Justiça Eleitoral.
“Os fatos guardam relação com condutas que, pelo menos em tese, poderiam configurar, além de falta disciplinar, infração penal comum a exigirem apuração em sede própria, estranha à Justiça Eleitoral”, diz o ministro.

A candidata do PV à Presidência, Marina Silva, disse nesta quinta-feira que não é possível responsabilizar a campanha de sua adversária na disputa Dilma Rousseff (PT) pela violação do sigilo fiscal da filha de José Serra (PSDB), Verônica.
Ela afirmou que antecipar um juízo sobre o caso seria um erro proporcional ao acesso ilegal aos dados. “Não podemos combater o erro com o risco de cometer o mesmo erro, que é fazer acusações antes de termos as provas. Os indícios não bastam para que se tenha um julgamento peremptório.”
A senadora disse que a declaração não significa uma defesa de Dilma. “Não é defesa, estou apenas afirmando o principio, eu não tenho elementos para fazer a acusação.”

A operação conjunta da Polícia Federal, Ministério Público Estadual e Ministério Público de Contas para investigar suposto desvio no Departamento de Marketing no Banrisul é a bomba do dia no Rio Grande do Sul. A repórter Adriana Irion informa que três pessoas foram presas pela Polícia Federal, suspeitas de peculato e lavagem de dinheiro: o superintendente de marketing do Banrisul, Walney Fehlberg, um representante da agência SL&M, Gilson Storke, e um diretor da DCS, Armando D’Elia Neto Com elas foram apreendidos cerca de R$ 2 milhões aparentemente sem origem identificada.
Pelos cálculos preliminares dos investigadores, o suposto desvio seria de R$ 10 milhões, segundo a PF, por meio de superfaturamento de serviços terceirizados, em um período de 18 meses, de janeiro do ano passado a junho deste ano. Significa que o foco está basicamente na gestão do ex-presidente Fernando Lemos, que deixou o Banrisul para ser juiz do Tribunal de Justiça Militar.
O presidente do Banrisul, Mateus Bandeira, foi acordado com um telefonema de um delegado da Polícia Federal, informando que tinha em mãos um mandado judicial de busca e apreensão no Departamento de Marketing. O delegado não deu detalhes.
Bandeira ficou sabendo pela Rádio Gaúcha que as suspeitas envolvem duas grandes agências de publicidade envolvidas. Foram expedidos mandados de busca e apreensão de documentos nas agências DCS e SL&M, que prestam serviços ao Banrisul.
O procurador-geral do Ministério Público de Contas, Geraldo Da Camino, falou rapidamente á Rádio Gaúcha e não quis dar detalhes da operação. Disse que as informações serão divulgadas somente no início da tarde, em entrevista coletiva.
Embora não haja, até o momento, indício do envolvimento de autoridades, a operação da PF é o assunto nos comitês de campanha. A gestão no Banrisul, no período investigado, era compartilhada por PSDB, PMDB e PP. A Polícia Federal acaba de divulgar imagens do dinheiro apreendido com as três pessoas presas hoje pela manhã pela força-tarefa que investiga denúncias de desvio de recursos do Banrisul. O dinheiro ainda está sendo contado, mas já passa de R$ 3 milhões em reais, dólares, euros e libras.
Na casa do superintendente de Marketing do Banrisul, Walney Fehlberg, foram encontrados maços de dinheiro novo, com cintas de papel identificadas com a inscrição “Tesouraria DCS”.
A DCS é uma das agências de propaganda que tiveram documentos e computadores recolhidos hoje com um mandado judicial de busca e apreensão. Na empresa e na casa do diretor Armando D’Elia Neto também foi encontrado dinheiro vivo de origem não identificada. O outro preso é Gilson Storck, da agência SL&M. Com ele também foi encontrado dinheiro.
Não havia mando de prisão contra nenhum dos três. Eles foram detidos porque não conseguiram explicar a origem do dinheiro.
O superintendente da Polícia Federal, Ildo Gasparetto, estranhou o fato de os três guardarem tanto dinheiro em casa numa época em que tanto se reclama da falta de segurança.
