Pacientes das UPAs terão remédios grátis

Quem for a uma Unidade de Pronto Atendimento (UPA) não vai sair com receita e sim com o remédio nas mãos, afirmou o presidente Lula, nesta sexta-feira (10/9), na inauguração da UPA Vila União, em São Bernardo do Campo(SP).
“Muitas vezes as pessoas morrem com a receita de baixo do travesseiro porque não têm dinheiro para comprar o remédio. Quem for a uma UPA vai sair de lá com o remédio que necessita para se tratar”, disse.

O presidente lembrou também do programa do governo federal Farmácia Popular, que disponibiliza à população carente medicamentos com preços mais em conta.
Lula ressaltou também a importância de se levar atendimento médico de qualidade à periferia, onde os moradores muitas vezes têm dificuldade de acesso aos hospitais nas regiões centrais das cidades.
“O problema é que a parte mais pobre da população vai tendo cada vez mais dificuldade de ter acesso aos serviços públicos. O povo pobre sofre. Então quando resolvemos fazer a UPA em uma região como essa, a gente está dizendo para vocês que nós ainda vamos ter os 200 milhões de cidadãos e cidadãs tratados como de primeira categoria”, afirmou.
A UPA Vila União tem capacidade para até 250 atendimentos diários e beneficiará 95 mil habitantes. A estrutura abriga quatro consultórios, sendo dois de clínica médica e dois de pediatria, além de laboratório de análises, eletrocardiograma, exames radiológicos, salas de medicação e nebulização. A unidade conta com 15 leitos, sendo quatro pediátricos, nove para adultos e duas salas com equipamentos de UTI. O investimento na obra e em equipamentos foi de R$ 5,3 milhões, sendo R$ 2 milhões do governo federal.

Mensaje en la presentación de “La contraofensiva estratégica”
Estamos en un momento excepcional de la Historia humana.
En estos días se cumplen ls plazos concedidos por el Consejo de Seguridad de Naciones Unidas para que Irán cumpla las exigencias, dictadas por Estados Unidos, relacionadas con las investigaciones nucleares, y el enriquecimiento de uranio para fines médicos y la producción de energía eléctrica.
Es lo único que se le puede probar.
El temor de que busca la producción de armamento nuclear, es sólo una suposición.
En torno al delicado problema, Estados Unidos y sus aliados occidentales, entre ellos, dos de las cinco potencias nucleares con derecho a veto, Francia y el Reino Unido, apoyados por las potencias capitalistas más ricas y desarrolladas del mundo, han promovido un número creciente de sanciones contra Irán, un rico país petrolero y de religión musulmana. Hoy las medidas aprobadas incluyen la inspección de sus mercantes, y durísimas sanciones económicas que conducen a la estrangulación de su economía.
He seguido de cerca los graves peligros que encierra aquella situación, ya que de producirse un estallido bélico en ese punto, la guerra rápidamente se tornaría nuclear, de consecuencias letales para el resto del planeta.
No buscaba publicidad o sensacionalismo al señalar esos peligros. Sencillamente, alertar a la opinión mundial con la esperanza de que, advertida de tan grave peligro, pueda contribuir a evitarlo.
Al menos, se ha logrado atraer la atención sobre un problema que ni siquiera se mencionaba en los grandes medios de opinión mundial.
Ello me obliga a utilizar una parte del tiempo destinado al lanzamiento de este libro, en cuya publicación trabajamos con ahínco. No quería que coincidiera con los días 7 y 9. En el primero se cumplen los 90 días dispuestos por el Consejo de Seguridad, para conocer si Irán cumplió o no, con el requisito de autorizar la inspección de sus mercantes. La otra fecha, señala el cumplimiento de los tres meses de plazo señalados en la Resolución del 9 de junio, posiblemente dicho plazo era la intención del Consejo.
Hasta ahora, sólo tenemos la insólita declaración del Director General de la OIEA (Organización Internacional de Energía Atómica), el japonés Yukiya Amano, un hombre de los yankis. Este echó toda la leña al fuego y, como Poncio Pilato, se lavó las manos.
Un portavoz del Ministerio de Asuntos Exteriores de Irán comenta con merecido desprecio su declaración. Un despacho noticioso de la agencia EFE, señala que su afirmación de que “‘Nuestros amigos no deben preocuparse, ya que no creemos que nuestra región esté en condiciones para nuevas aventuras militares’, e ‘Irán está totalmente preparado para responder frente a cualquier invasión militar’ era una obvia referencia al líder cubano Fidel Castro, ‘quien alertó de la posibilidad de un ataque nuclear israelí a Irán con el apoyo de Estados Unidos’.”
Las noticias sobre el tema se suceden, y se mezclan con otras de notable repercusión.
El periodista Jeffrey Goldberg, de la revista The Atlantic, ya conocido por nuestro público, publica partes de la larga entrevista sostenida conmigo, algunos de cuyos puntos interesantes ha ido programando, antes de un futuro y extenso artículo.
“Hubo muchas cosas extrañas durante mi reciente estancia en la Habana, [...] -cuenta él- pero una de las más inusuales fue el nivel de auto examen de Fidel Castro. [...] pero el hecho de que Castro estuviera dispuesto a admitir que había cometido un error en un momento crucial de la Crisis de los Misiles en Cuba parecía algo verdaderamente sorprendente [...] que se arrepentía de haberle pedido a Jruschov que lanzara los cohetes nucleares contra los Estados Unidos.” Es cierto, que me abordó el tema y me hizo la pregunta. Textualmente, como él lo expone en una primera parte de su reportaje, sus palabras fueron: “Le pregunté: En cierto momento parecía lógico que usted le recomendara a los soviéticos que bombardeasen a los Estados Unidos. ¿Lo que usted recomendó aún le parece lógico en estos momentos? Fidel respondió: Después de haber visto lo que he visto, y no valía la pena en lo absoluto.”
Yo le había explicado bien, y consta por escrito, el contenido del mensaje “…si Estados Unidos invadía a Cuba, país con armas nucleares rusas, en esas circunstancias no debía dejarse dar el primer golpe, como el que asestaron a la URSS cuando el 22 de junio de 1941, el ejército alemán y todas las fuerzas de Europa atacaron a la URSS.”
Puede observarse que de esa breve alusión al tema, en la segunda parte de la entrega al público de esa noticia, el lector no podría percatarse de que “si Estados Unidos invadía a Cuba, país con armas nucleares rusas”, en ese caso yo recomendaba impedir que el enemigo asestara el primer golpe, ni tampoco de la profunda ironía de mi respuesta “…de haber sabido lo que ahora sé…”, en obvia referencia a la traición cometida por un Presidente de Rusia que, saturado de sustancia etílica, entregó a Estados Unidos los más importantes secretos militares de aquel país.
En otro momento de la conversación Goldberg cuenta: “le pregunté si él creía que el modelo cubano era algo que aún valía la pena exportar.” Es evidente que esa pregunta llevaba implícita la teoría de que Cuba exportaba la Revolución. Le respondo “El modelo cubano ya no funciona ni siquiera para nosotros.” Se lo expresé sin amargura ni preocupación. Me divierto ahora al ver cómo él lo interpretó al pie de la letra, y consultó, por lo que dice, con Julia Sweig, analista del CFR que lo acompañó, y elaboró la teoría que expuso. Pero lo real es que mi respuesta significaba exactamente lo contrario de lo que ambos periodistas norteamericanos interpretaron sobre el modelo cubano.
Mi idea, como todo el mundo conoce, es que el sistema capitalista ya no sirve ni para Estados Unidos ni para el mundo, al que conduce de crisis en crisis, que son cada vez más graves, globales y repetidas, de las cuales no puede escapar. Cómo podría servir semejante sistema para un país socialista como Cuba.
Muchos amigos árabes, al escuchar que me entrevisté con Goldberg, se preocuparon y enviaron mensajes señalándolo como “el mayor defensor del Sionismo”.
De todo esto se puede deducir la gran confusión que existe en el mundo. Espero, por ello, que lo que les cuento sobre mi pensamiento sea útil.
Las ideas expuestas por mí, están contenidas en 333 Reflexiones, vean que casualidad, y de ellas, las últimas 26 están referidas exclusivamente a los problemas del medio ambiente y al inminente peligro de una conflagración nuclear.
Ahora debo añadir en muy breve síntesis.
Siempre he condenado el Holocausto. En las Reflexiones “El discurso de Obama en el Cairo”, “El zarpazo al acecho” y “La opinión de un experto”, lo expuse con toda claridad.
Nunca he sido enemigo del pueblo hebreo, en el que admiro su capacidad de resistir durante dos mil años la dispersión y la persecución. Muchos de los más brillantes talentos, Carlos Marx y Albert Einstein, fueron judíos, porque es una nación en la que los más inteligentes sobrevivían, en virtud de una Ley natural. En nuestro país, y en el mundo, fueron perseguidos y calumniados. Pero esto es sólo un fragmento de las ideas que defiendo.
Ellos no fueron los únicos perseguidos y calumniados por sus creencias. Los musulmanes, durante bastante más de 12 siglos, fueron atacados y perseguidos por los cristianos europeos, debido a sus creencias, como lo habían sido los primeros cristianos en la antigua Roma antes de convertirse en la religión oficial de aquel imperio. La historia debe ser admitida y recordada tal como es, con sus trágicas realidades y sus feroces guerras. De eso he hablado y, por ello, con toda razón explico los peligros que hoy corre la humanidad, cuando estas se han transformado en el mayor riesgo de suicidio para nuestra frágil especie.
Si a eso le añadiera una guerra con Irán, aunque fuese de carácter convencional, más valdría que Estados Unidos apagara la luz y se despidiera. ¿Cómo podría resistir una guerra contra 1 500 millones de musulmanes?
Defender la paz no significa, para un verdadero revolucionario, renunciar a los principios de justicia, sin los cuales, la vida humana y la sociedad carecerían de sentido.
Sigo pensando que Goldberg es un gran periodista, capaz de exponer con amenidad y maestría sus puntos de vista, que obligan a debatir. No inventa frases, las transfiere y las interpreta.
No mencionaré el contenido de otros muchos aspectos de nuestras conversaciones. Respetaré la confidencialidad de los temas que abordamos, mientras espero con interés su extenso artículo.
Las actuales noticias que llegan en torrente de todas partes, me obligan a cumplimentar su presentación con estas palabras, cuyos gérmenes están contenidos en el libro de “La contraofensiva estratégica” que acabo de presentar.
Considero que todos los pueblos tienen derecho a la paz y al disfrute de los bienes y recursos naturales del planeta. Es una vergüenza lo que está sucediendo con la población en muchos países de África, donde se ven millones de niños, mujeres y hombres esqueléticos entre sus habitantes a causa de la falta de alimentos, de agua y de medicinas. Son asombrosas las noticias gráficas que llegan del Oriente Medio, donde los palestinos son privados de sus tierras, sus casas son demolidas por monstruosos equipos y, hombres, mujeres y niños, bombardeados con fósforo vivo y otros medios de exterminio, así como dantescas las escenas de familias exterminadas por las bombas lanzadas sobre los poblados afganos y paquistaníes, por aviones sin pilotos, y los iraquíes, que mueren después de años de guerra, y más de un millón de vidas sacrificadas en esa contienda impuesta por un Presidente de Estados Unidos.
Lo último que podía esperarse eran las noticias de la expulsión de los gitanos franceses, víctimas de la crueldad de la extrema derecha francesa, que eleva ya a siete mil de ellos, las víctimas de otra especie de holocausto racial. Es elemental la enérgica protesta de los franceses, a los cuales, simultáneamente, los millonarios limitan el derecho a la jubilación, a la vez que reducen las posibilidades de empleo.
De Estados Unidos llegan noticias de un pastor del estado de la Florida, que se propone quemar en su propia iglesia, el Libro Sagrado del Corán. Hasta los jefes militares yankis y europeos en misiones punitivas de guerra se estremecieron ante una noticia que consideraban riesgosa para sus soldados.
Walter Martínez, el prestigioso periodista del programa Dossier de Venezolana de Televisión, estaba asombrado de tanta locura.
Ayer, jueves 9, en horas de la noche, llegaron noticias de que el pastor había desistido. Sería necesario saber lo que le dijeron los agentes del FBI que lo visitaron “para persuadirlo”. Fue un descomunal show mediático, un caos, cosas propias de un imperio que se hunde.

Revista mostra empresa da filha de Serra e da irmã de Daniel Dantas promovendo intensa quebra de sigilo bancário
A revista Carta Capital desta semana traz reportagem de Leandro Fortes que deixa o Zé Baixaria e seus papagaios na imprensa em uma sinuca de bico:
Por 15 dias no ano de 2001, no governo FHC e José Serra (PSDB), a empresa Decidir.com abriu o sigilo bancário de 60 milhões de brasileiros.
A Decidir.com foi resultado da sociedade, em Miami, da filha de Serra com a irmã de Daniel Dantas.
O primeiro ramo de atividade da empresa era “assessorar licitações públicas”.
Depois, a empresa resolveu ser uma concorrente da Serasa.
Fez um acordo com o Banco do Brasil e através disso conseguiu abrir sigilos bancários.
O notável empreendimento de Miami conseguiu também a proeza de abrir e divulgar a lista negra do Banco Central.
O jornal Folha de São Paulo, na época, abriu o sigilo de 700 autoridades que passaram cheques sem fundo.
O então presidente da Câmara, Michel Temer, oficiou o Banco Central.
E, a partir daí, houve uma operação abafa demo-tucana.
O Banco Central, a Polícia Federal, o Ministério da Fazenda, Procurador Geral da República não fizeram nada.
Faltava pouco para a eleição presidencial de 2002, quando José Serra tomou a surra de 61% a 39%.
Esta edição da Carta Capital é mais um marco desnudando a hipocrisia e rede de mentiras demo-tucana. (Do Conversa Afiada)
AS MENTIRAS CONTINUAM SENDO CUSPIDAS PELOS PETRALHAS IMUNDOS:

O artigo do economista Marcelo Neri, publicado ontem por esta Folha, ajuda a perpetuar, por omissão de um detalhe, a lenda da queda da desigualdade na presente década.
A omissão é de apenas uma expressão: quando Neri diz que houve queda da desigualdade de renda, está se referindo apenas à renda do trabalho, não à desigualdade, muito mais importante e muito mais brutal, entre a renda do trabalho e a renda do capital.
O próprio texto de Neri deixa claro que não houve redução da desigualdade. Afirma o economista que, entre 2003 e 2009, as “taxas de crescimento da renda do trabalho [se deram] em níveis equivalentes ao da renda de todas as fontes”.
Se a renda do trabalho e a renda do capital (”todas as fontes”) cresceram de uma maneira equivalente, é matematicamente impossível que tenha havido uma redução da desigualdade.
Que a desigualdade realmente relevante se dá entre renda do trabalho e outras rendas se verifica em texto de Marcio Pochmann, escrito quando trabalhava na Unicamp (atualmente ele é presidente do estatal Ipea, Instituto de Pesquisas Econômicas Aplicadas).
“A parte da renda do conjunto dos verdadeiramente ricos afasta-se cada vez mais da condição do trabalho, para aliar-se a outras modalidades de renda, como aquelas provenientes da posse da propriedade (terra, ações, títulos financeiros, entre outras)”, diz.
Outro economista do Ipea, João Sicsú, fez, também antes de ser contratado pelo instituto estatal, a seguinte comparação:
“Em 2006, o governo federal pagou R$ 163 bilhões de juros para os detentores da dívida pública federal. Aproximadamente 80% desse valor é apropriado por 20 mil famílias -que fazem parte da elite brasileira. Enquanto isso, em 2006, dezenas de milhões de pessoas pobres foram atendidas pelos programas de assistência social do governo federal com apenas R$ 21 bilhões.”
Como é possível diminuir a desigualdade se 20 mil famílias recebem do governo seis vezes mais do que o que vai para as 12 milhões de famílias beneficiadas pelo Bolsa Família?
Mais: na mesma página do artigo de Marcelo Neri, saía informação (do IBGE) mostrando que a renda média do trabalho em 2009 ainda era inferior à de 1996.
Alguém acredita que a renda do capital no período tenha caído, como caiu a do trabalho, ou tenha ficado estagnada?
Sepultemos, pois, de vez a lenda e usemos as palavras certas: caiu a desigualdade entre assalariados, mas não caiu a obscena desigualdade entre renda do trabalho e renda do capital.

A Polícia Federal constatou em investigação sobre a quebra de sigilos na Receita Federal que o genro do candidato José Serra, o empresário Alexandre Bourgeois, teve seus dados fiscais acessados com uma procuração falsa apresentada por Antonio Carlos Atella Ferreira.
Atella deu entrada com a procuração na delegacia da Receita Federal em Santo André no dia 29 de setembro de 2009, mesmo dia em que pediu acesso aos dados fiscais de Verônica Serra, também com procuração falsa.
A descoberta da PF desmente versão da Receita Federal, que também investiga o caso por meio de sua Corregedoria, que afirmou ontem que haviam sido acessados apenas os dados cadastrais de Bourgeois na agência de Mauá, e não os dados fiscais do empresário.

Lembram-se de Renato Janine Ribeiro, aquele que ganha dinheiro do estado — é professor da USP — para ensinar ética? Pois é. Em artigo publicado na Folha, tentou evidenciar que o tal Atella não tem vínculo com o PT e que não havia evidência de direcionamento político nas invasões de sigilo. Eis aí.
O sujeito é pago pelo estado para, livremente, dar aula de ética. Mas subordina o seu pensamento aos interesses de um partido. Essa é a liberdade deles, é a ética deles.

Mais da metade do país já é de classe média
O crescimento econômico com distribuição de renda dos últimos oito anos levou, pela primeira vez na história, mais da metade da população brasileira a fazer parte da classe média,com renda mensal de R$1.126 a R$4.854.
A pesquisa “A Nova Classe Média: o lado brilhante dos pobres”, do Centro de Estudos Sociais da Fundação Getúlio Vargas (FGV) constatou que 3,1 milhões de pessoas das classes D e E migraram para a classe C entre 2008 e 2009, elevando esse segmento da sociedade a 50,5% da população brasileira.
É a primeira vez que a FGV capta uma classe média com mais de 50% da população a partir da Pesquisa Nacional por Amostra de Domicílio (PNAD). Até então, isso só ocorreu nas seis metrópoles investigadas pela Pesquisa Mensal de Emprego.
“A classe média era um pouco mais de 1/3 (37%) da população há apenas oito anos. Agora ela é metade da população. 2009 definitivamente não foi um ano de crise nas estatísticas sociais”, afirmou ao IG o autor da pesquisa, Marcelo Neri, referindo-se à crise econômica global, iniciada no fim de 2008 e que afetou o mundo todo durante o ano passado.
No Brasil, durante a crise, a classe média cresceu mais proporcionalmente (2,5%) do que as outras classes, chegando a 94,9 milhões de brasileiros em 2009.
De 2003 a 2009, as classes A, B e C foram acrescidas de 35,7 milhões de pessoas, enquanto as classes D e E foram reduzidas em 23 milhões de pessoas, sendo 2 milhões no ano da crise internacional.
Marcelo Neri registra que os números de 2003 a 2009 significam que o equivalente à mais da metade da população do Reino Unido foi incorporada às classes A, B e C.
O resultado da pesquisa comprova, mais uma vez, que Lula estava certo ao dizer que o tsunami da crise chegaria ao Brasil como uma marolinha. Com políticas afirmativas de governo, o Brasil foi o primeiro país a sair da crise e retomar o crescimento, movimento essencial para o combate às desigualdades sociais

No comício que fez ontem em Ribeirão Preto, Lula confessou, em palanque, o propósito de tornar o Senado irrelevante. Como? Elegendo uma maioria esmagadora, de modo que, se eleita, Dilma possa fazer o que bem entende, sem um Congresso para encher o saco. A Polícia Federal prendeu nesta sexta-feira o governador do Amapá e candidato à reeleição, Pedro Paulo Dias (PP), e mais 17 pessoas acusadas de desviar recursos públicos do Estado e da União. Entre os presos também está o ex-governador Waldez Góes (PDT), candidato ao Senado. Eles foram levados para o quartel do Exército, em Macapá. A operação, batizada de Mãos Limpas, cumpriu 18 mandados de prisão temporária, 87 mandados de condução coercitiva e 94 mandados de busca e apreensão, expedidos pelo STJ (Superior Tribunal de Justiça). O caso foi revelado pela Folha.
Segundo a PF, a organização criminosa é composta por servidores públicos, agentes políticos e empresários. As investigações iniciaram-se em agosto de 2009 e o esquema desviou recursos estimados em mais de R$ 300 milhões. As apurações, de acordo com a PF, revelaram indícios de um esquema de desvio de recursos da União que eram repassados à Secretaria de Educação do Estado do Amapá, provenientes do Fundeb (Fundo de Manutenção e Desenvolvimento da Educação Básica) e do Fundef (Fundo de Manutenção e Desenvolvimento do Ensino Fundamental).
Durante as investigações, foi constatado que a maioria dos contratos administrativos firmados pela Secretaria de Educação não respeitavam as formalidades legais e beneficiavam empresas previamente selecionadas.
