Os 20 anos do Estatuto da Criança e Adolescente (ECA) e o crime cometido pelo ex-goleiro do Flamengo, Bruno Souza, contra Eliza Samudio foram os temas centrais do programa Bom Dia, Ministro desta terça-feira (13/7) em que o ministro da Secretaria de Direitos Humanos, Paulo Vannuchi, conversou com rádios de todo o País.
Ele classificou o Estatuto como sendo “uma das leis brasileiras com mais sabedoria” e disse que não se trata de legislação complascente com os jovens e adolescentes. Vannuchi defendeu um sistema mais adequado para que sejam dadas condições socioeducativas e disse que não se deve jogar “tudo nas costas de um adolescente que, na maioria das vezes, é uma vítima”.
Paulo Vannuchi comentou também o crime contra Eliza Samudio, ex-amante do goleiro Bruno Souza, do Flamengo, que segundo informações da imprensa foi assassinada com a participação de um menor de idade. O ministro disse que as denúncias de agressão contra Eliza, feitas pela própria na Delegacia da Mulher no Rio de Janeiro devem ser levadas em conta.

O ministro lembrou ainda que nesta quarta-feira (14/7) o presidente Lula assina um projeto de lei que pune com mais rigor a violência contra crianças.
A regra ainda é convencer a sociedade e as autoridades que a criança é prioridade. Uma fase peculiar de desenvolvimento. Tem que ter oportunidade de educação e proteção. É importante que família, sociedade e estado se unam em favor das crianças.
Fundamentado na Constituição Federal de 1988 e na Convenção sobre os Direitos da Criança da ONU de 1989, o ECA considera crianças e adolescentes como sujeitos de direito e define a responsabilidade compartilhada entre Estado e sociedade na garantia da proteção integral a este público. Vannuchi respondeu também perguntas sobre o anteprojeto de lei para coibir castigos físicos contra crianças e adolescentes e o projeto Cidades Acessíveis, voltado para inclusão de pessoas com deficiência.<
