O País amplia a malha ferroviária, valoriza escolas públicas e conquista postos de trabalhos

Na coluna semanal O Presidente Responde publicada em jornais brasileiros, o presidente Lula trata da malha ferroviária, dos incentivos do governo às escolas que obtiveram desempenhos elevados na Prova Brasil e o Prominp [Programa de Mobilização da Indústria Nacional de Petróleo e Gás Natural]. A primeira questão foi apresentada pelo ferroviário Nílson Roberto Marques, 53, do município de Bofete (SP). Marques indagou sobre a necessidade do Brasil ter uma malha ferroviária compatível às dimensões continentais.
“Durante décadas, o transporte rodoviário foi tão favorecido, que hoje responde por 58% do movimento de carga no país. O ferroviário transporta 25%. Nós temos trabalhado para mudar esse quadro. O transporte ferroviário é mais barato que o rodoviário e reduzir custos é fundamental para aumentar a competitividade dos produtos brasileiros. Estamos com várias ferrovias em obras. O trecho original da Norte-Sul, ligando o porto de Itaqui (MA) a Anápolis (GO), estará concluído até o final de 2010. Já inauguramos 356 km e mais 1003 km estão em obras”, disse Lula.

Já Ruthnéia Vieira L. Costa, 43, diretora pedagógica da Escola Municipal Casa Meio Norte, de Teresina (PI), perguntou: Quais incentivos o governo federal oferecerá para as escolas de periferia que conquistaram os mais elevados desempenhos na Prova Brasil?
“Com a criação do Índice de Desenvolvimento da Educação Básica, em 2007, foi possível estabelecer metas para os sistemas municipais, estaduais e federal de ensino até 2021. Desde 2007, as escolas públicas de ensino fundamental, que cumpriram as metas do Ideb, passaram a receber uma parcela extra de 50% nas transferências de recursos do Programa Dinheiro Direto na Escola”, explicou.
O técnico em segurança do trabalho Alexandre Lourenço Monteiro, 35, de Vitória (ES), quis saber se há necessidade de reformular o Prominp que, segundo ele, não estaria cumprindo a finalidade de gerar emprego e desenvolvimento para o país.
“Os resultados do Prominp, em seus mais de seis anos, mostram que o programa tem cumprido muito bem a sua finalidade de gerar empregos e preparar pessoas e empresas para atender a indústria do petróleo e gás natural. Até o mês que vem terão sido formados 78 mil profissionais para atuar no setor do petróleo e gás. Dos alunos já qualificados pelo Prominp, 81% estão hoje empregados com carteira assinada”, informou.

O Conselho Nacional de Justiça (CNJ) decidiu nesta terça-feira (23), por unanimidade, aposentar compulsoriamente dez magistrados do Tribunal de Justiça de Mato Grosso, suspeitos de desvio de dinheiro público. Entre os atingidos pela medida estão o presidente da corte, desembargador Mariano Travassos, e o ex-presidente José Ferreira Leite, que seria o comandante do esquema de desvio de verba.
De acordo com a denúncia, um grupo de três desembargadores e sete juízes participaram do esquema em que mais de R$ 1 milhão teriam sido desviados para beneficiar a Loja Maçônica Grande Oriente do Estado de Mato Grosso, da qual o desembargador Ferreira Leite era o grão-mestre. O dinheiro seria usado, segundo a denúncia, para cobrir os prejuízos que a entidade teve com a quebra de uma cooperativa criada pelos maçons. A verba era repassada à cooperativa por meio de empréstimo.
Além de determinar a aposentadoria dos três desembargadores e sete juízes, o CNJ aprovou a abertura de um novo processo para investigar o desvio do dinheiro a fim de garantir a devolução da quantia aos cofres públicos.
Segundo a denúncia, o esquema funcionava a partir do pagamento de valores atrasados aos magistrados – parte do crédito já estava prescrita, conforme detalhou o relator do caso no CNJ, Ives Gandra Filho. Em seu voto, ele sugeriu a aposentadoria compulsória dos dez acusados, devido ao direcionamento indevido dos recursos.
Os dez magistrados são suspeitos de desvio de recursos públicos, tráfico de influência, quebra de decoro e de falta de ética. A pena máxima prevista na Lei Orgânica da Magistratura para processos administrativos é a de aposentadoria compulsória. Assim, os magistrados de Mato Grosso terão o direito de continuar recebendo seus salários.
A decisão tomada pelo CNJ nesta terça-feira atinge os desembargadores José Ferreira Leite, José Tadeu Cury e Mariano Travassos, além dos juízes Marcelo Souza de Barros, Marcos Aurélio dos Reis Ferreira, Antonio Horácio da Silva Neto, Irene Lima Fernandes, Juanita Cruz da Silva Duarte, Graciema Ribeiro de Caravellas e Maria Cristina de Oliveira Simões.
Procurado pelo G1, o Tribunal de Justiça de Mato Grosso informou, por meio de sua assessoria de imprensa, que vai se posicionar oficialmente sobre a decisão do CNJ ainda nesta tarde.
