O desafio na nova lógica comercial do século 21 para Brasil e Rússia

O uso das moedas brasileiras e russas no comércio entre os dois países consiste num importante desafio do século 21. A posição foi apresentada pelo presidente Lula durante discurso de encerramento do Fórum Empresarial Brasil-Rússia. Para uma plateia de cerca de 300 empresários, Lula explicou que tal proposta se faz necessária para que “não estejamos tão vulneráveis”. Ele enfatizou que a recente crise financeira na Grécia mostrou que as medidas adotadas pelas grandes potências não foram suficientes para impedir que outros países ainda sejam afetados.
Além disso, o presidente brasileiro defendeu que Brasil e Rússia, seja em qualquer fórum mundial -- como exemplo G-20 ou Bric (Brasil, Rússia, Índia e China) -, façam prevalecer o setor produtivo em relação ao setor financeiro. Explicou também que o setor financeiro deve ter por função destinar recursos ao segmento produtivo. Lula contou a experiência do Brasil, onde os bancos públicos tiveram papel fundamental no momento da crise econômica mundial que se alastrou no último trimestre de 2008.
“No Brasil, se não fossem os bancos públicos BNDES, Banco do Brasil e Caixa Econômica Federal teríamos dificuldades para enfrentar a crise”, explicou. Ele enfatizou que “no Brasil não teve mágina na economia”, mas o que prevaleceu foi a seriedade das autoridades locais no enfrentamento do problema.

Outro desafio lançado pelo presidente Lula foi exatamente a operação aérea direta Brasil-Rússia. Segundo explicou, a inexistência de voo ligando Moscou a outra capital brasileira é algo inexplicável para os dois países que desejam ampliar as relações comerciais. Lula destacou também as oportunidades que estão sendo apresentadas pelo Brasil. Conforme explicou, o momento brasileiro, que se prepara para a Copa 2014 e os Jogos Olímpicos 2016, permite que os investidores russos se voltem para o mercado nacional.
Ao propor um fluxo comercial de US$ 10 bilhões ainda este ano, Lula lembrou que no passado o Brasil dava prioridade aos blocos econômicos da Europa e do Estados Unidos. No entanto, em sua gestão, passou a valorizar o comércio com países das Américas do Sul e Latina, com o continente africano, além do fortalecimento das relações com os países árabes e asiáticos.
Antes de participar do fórum empresarial, Lula compareceu à cerimônia de deposição de oferenda floral no túmulo do soldado desconhecido da II Guerra Mundial. À tarde, o presidente reúne-se com o presidente da Rússia, Dimitri Medvedev, e com o primeiro-ministro, Vladimir Putin. Em seguida, Lula embarca para Doha (Catar), o segundo país a ser visitado no périplo internacional. Até a próxima semana, ele passará por Teerã (Irã), Madri (Espanha) e Lisboa (Portugal).

A BANDIDAGEM CONTINUA
O aparelhamento continua e começou muito antes de 2003 com a corrupção das prefeituras pelo PT. As denúncias -fartamente comprovadas – de desvios e desrespeito as leis continua em ritmo acelerado.
Os anseios populares são substituídos pelos interesses desse governo, como se pode observar com o caso dos aposentados e do Ficha Limpa.
Agora esse projeto de premiação dos jogadores das copas (bolsa-campeões do mundo), o caso Tuma Junior, a propaganda eleitoral do PT fora de prazo fazendo chacota com o TSE, o deputado federal Zé Gerardo (PMDB-CE), denunciado pela prática de crime de responsabilidade e que vai ficar solto. Os R$ 41,5 bilhões que são desviados todos os anos para os bolsos de políticos e grupos aliados em vez de serem injetados na economia.
Tudo leva a crer que esse aparelhamento contaminou todas as instituições do País. Estamos numa direção perigosa onde o executivo manda e faz galhofa com o Legislativo e o Judiciário, com a benevolência (ou cumplicidade?) dos poderes constituídos.
É a primeira vez que se assiste a audácia de escolher para candidata a presidência da republica uma ex-terrorista completamente despreparada e com claros desvios de caráter. Se esse grupelho continuar no poder, acredito que possamos estar trilhando o mesmo caminho da Venezuela dentro de pouco tempo. É hora de agir!

Desde 2000, 623 políticos foram cassados. DEM lidera ranking
De 2000 até agora, 623 políticos tiveram o mandato cassado por denúncias de corrupção. O balanço foi divulgado nesta quinta-feira pelo Movimento de Combate à Corrupção Eleitoral (MCCE) e não inclui políticos que perderam cargos em virtude de condenações criminais.
Dos 623 que foram cassados, quatro eram governadores e vices: Flamarion Portela, de Roraima, e Cássio Cunha Lima, da Paraíba, mantido no cargo por força de liminar do TSE. Os demais são senadores e suplentes (seis), deputados federais (oito), deputados distritais (13), prefeitos e vices (508) e vereadores (84).
De acordo com a pesquisa, o DEM é o partido que lidera o ranking (69), reunindo 20,4% dos políticos cassados. O PMDB (66) aparece logo depois, seguido por PSDB (58), PP (26), PTB (24), PDT (23), PR (17), PPS (14) e PT (10). Na última posição está o PV (1), empatado com PHS, Prona, PRP e PSB.
No ranking dos estados, Minas é que concentra o maior número de cassações (71), o equivalente a 11% do total. Em seguida, vem Rio Grande do Norte (60), São Paulo (55) e Bahia (54). O Rio de Janeiro está na 12ª posição, com 18 cassações neste período.
A pesquisa ressalta que o número de cassações pode aumentar. De acordo com o movimento, outros 1,1 mil processos relativos às eleições de 2006 ainda estão em tramitação e podem levar à perda de mandatos.De O Globo Online..

O governo cortará cerca de R$ 10 bilhões de seus gastos para combater o aquecimento excessivo da economia e conter as pressões inflacionárias, anunciou o ministro da Fazenda, Guido Mantega. Será uma providência bem-vinda, porque vários sinais de alarme já foram disparados. A demanda tem aumentado bem mais do que a oferta interna de bens e serviços. O descompasso é refletido na elevação dos preços, na expansão das importações e na redução do superávit comercial, 67,4% inferior, até abril, ao dos primeiros quatro meses do ano passado.
O ministro demorou a admitir o risco de um sério desajuste, mas parece decidido, afinal, a cuidar do problema. Já haviam sido congelados R$ 21,8 bilhões, mas essa decisão havia repetido um procedimento costumeiro nos primeiros meses do ano. É medida de prudência determinada por lei. Em condições normais, o governo pode liberar mais tarde o dinheiro, de acordo com a evolução da receita. Desta vez, no entanto, o contingenciamento parece envolver um compromisso mais grave. O novo corte, segundo o ministro da Fazenda, “será um complemento”, isto é, um acréscimo àquele já anunciado de forma rotineira.
O ministro Mantega vem reconhecendo gradualmente o problema do excesso de demanda, como se quisesse dar, aos poucos, e sem choques, uma notícia preocupante. Há poucos dias, insistia numa previsão de crescimento entre 5% e 6% neste ano, ainda abaixo das estimativas do mercado. Ontem, prometeu agir para evitar uma expansão superior a 7%. Mas estimou para o primeiro trimestre uma variação do PIB na faixa de 2% a 2,5%. Projetados para um ano, esses números correspondem a taxas entre 8,2% e 10,4%, dignas de um desempenho chinês.
Está claro por que o ministro da Fazenda resolveu reconhecer e enfrentar o problema. A estimativa de um crescimento igual ou até superior a 2% no primeiro trimestre havia sido apresentada internamente por técnicos do Ministério. Um cálculo mais preciso será conhecido em junho, quando o IBGE divulgar a atualização das contas nacionais. Mas os dados conhecidos até agora indicam forte aquecimento da economia, resultante principalmente da expansão do consumo familiar e do gasto público, embora o investimento tenha voltado a aumentar depois de um ano de retração.
Economistas do setor privado também têm revisto suas projeções para o crescimento econômico em 2010. A taxa de 6% é hoje o piso das estimativas. As mais elevadas estão entre 7% e 7,5%. A revisão tem incluído o aumento da inflação calculada para 2010. Segundo o secretário de Política Econômica do Ministério da Fazenda, Nelson Barbosa, a atividade tende a perder impulso. A evolução da demanda no primeiro trimestre foi em parte determinada por incentivos fiscais já eliminados. É um argumento ponderável, mas também setores industriais não incluídos na política de estímulos aumentaram vigorosamente sua produção nos últimos meses. A demanda tem sido favorecida não só pela diminuição temporária de certos impostos, mas também pela rápida expansão do crédito e pelo aumento do salário médio real e da massa de rendimentos.
O Banco Central foi a primeira entidade oficial a apontar publicamente o risco de uma economia superaquecida. Foi também a primeira a agir, iniciando uma nova rodada de aumentos de juros. Os ministros da área financeira decidiram enfim seguir na mesma direção, anunciando medidas para conter o crescimento excessivo da demanda.
Os cortes, de acordo com o ministro da Fazenda, atingirão somente o custeio, ficando preservados os programas sociais e os investimentos mais importantes. Para adotar medidas de austeridade o Executivo terá de suportar pressões de congressistas empenhados em gastos eleitoreiros. Terá também de enfrentar um funcionalismo acostumado a bondades salariais. Mas precisará, acima de tudo, renegar a própria orientação. Mesmo com o forte aumento da receita, as contas do governo central vêm piorando há meses, por causa de uma indisfarçável gastança.
Para conter um surto inflacionário, o Executivo terá de improvisar um pouco da seriedade fiscal até agora rejeitada.

Desde que existem fronteiras, existem guerras. As guerras se fazem sobre as fronteiras, para que se abram aos invasores. Ao se abrirem, deslocam-se, em favor dos que vencem, cujo espaço se vê ampliado. Há as fronteiras físicas, eventualmente com suas fortalezas e seus obstáculos naturais, e há as fronteiras morais. O povo invadido não se defende apenas com as armas, por mais poderosas sejam; defendem-se com sua bravura, sua honra, seu sentimento de fraternidade.
É natural que os homens morram na defesa de suas ideias e de sua dignidade, mas para isso devem nelas acreditar como alguma coisa maior do que eles mesmos. Nenhuma outra ideia, nenhum outro compromisso, é maior do que a ideia de pátria, que aceita e amplia o sentimento de família. O homem que morre na defesa de sua pátria, morre na defesa de seus filhos e de todos os filhos, de todas as mulheres, de todos os anciões de seu povo. Por isso, a defesa é mais poderosa do que o ataque – como temos visto em todas as guerras. A defesa se transforma em ataque, como ocorreu na Segunda Guerra Mundial. A resistência russa, nas portas de Moscou e na gesta desesperadora de Stalingrado, se converteu na cena orgulhosa do soldado que fixa a bandeira vermelha no alto do Reichstag, em Berlim.
As guerras não são fenômenos repentinos na História. Muitos estudiosos vão à mitológica Guerra de Troia, na versão de Homero, com seus paradigmas de astúcia, heroísmo, covardia e traições, para nela encontrar o exemplo clássico dessa patologia: todos os conflitos anteriores e todos os que se seguiram se explicam com a expedição de Agamenon, a astúcia de Ulysses, o inútil “corpo fechado” de Aquiles, com seu calcanhar vulnerável, a coragem de Ájax no confronto com Hector, a enigmática figura de Palamedes.
A guerra está presente em todas as comunidades humanas, seja na conquista ou na defesa. Um dia, se houver Deus, é possível que haja paz. Não tem havido paz. Assim, os agressores, mais do que pensar nas defesas físicas do presumido inimigo a ser conquistado, buscam atingir previamente sua armadura moral. Uma desmoralização fácil, e de que se valeram os nazistas, é a racial. Sendo diferente, o inimigo deve ser aniquilado: não faz parte da nossa espécie. Os mais velhos se lembram das histórias em quadrinhos americanas, nas quais os japoneses eram caricaturados como se fossem símios, e os alemães sempre obesos e embriagados. Para combatê-los, surgiu a nova mitologia dos super-homens, dos fantasmas-voadores, dos capitães-américa.
Depois de Avatar, de James Cameron, uma alegoria claramente identificada com a Amazônia, sua biodiversidade e seus minérios, a cineasta Kathryn Bigelow anuncia película a ser ambientada na Tríplice Fronteira. Alguns senhores, de curta inteligência ou de duvidoso patriotismo, saúdam a iniciativa, como promoção do turismo. Não percebem que se trata de abrir caminho a futura ocupação da área, anunciada durante o governo Bush, contra a soberania do Brasil, da Argentina e do Paraguai, a pretexto do “combate ao terrorismo”. Trata-se da construção de uma ideia da região, que nada tem a ver com a realidade, e da justificação subliminar para operações das Forças Armadas norte-americanas na área. Para isso, os ianques já construíram grande pista de pouso no Chaco paraguaio.
Os três governos atuam em conjunto para reforçar a vigilância nas fronteiras, contra o contrabando e o tráfico de drogas, além de outras formas do crime organizado. A eles cabe – e a ninguém mais – cuidar dos interesses comuns, na defesa da soberania de cada um de seus países e da paz para seus povos.
Os americanos se movem pela fé no Destino manifesto. Não se trata somente de política de Estado, mas de certa crença nacional, consolidada pelos meios de comunicação, a partir de Hearst e Pulitzer, e robustecida pela indústria cinematográfica, de que se imbuem cineastas como Cameron e Bigelow. Desde os gregos o entretenimento é instrumento de convencimento político. Temos todo o direito de recusar a entrada, em nossos países, dos que nos querem engambelar com a magia do cinema. Os colares de miçangas e os presentes de grego mudam de formato e de conteúdo, mas o propósito de conquista e domínio continua o mesmo.
