Nova geração de prefeitos vai recuperar tempo perdido em saneamento nas cidades

Convencer um administrador público a ‘enterrar’ dinheiro público fazendo obras de saneamento básico nas cidades não foi uma tarefa fácil mas o objetivo foi alcançado e as próximas gerações de prefeitos e governadores já colocam esses projetos como prioridades em suas administrações, celebrou o presidente Lula durante a sessão de abertura da 40ª Assembleia Nacional da Associação Nacional dos Serviços Municipais de Saneamento (Assemae), realizada nesta segunda-feira (14/6) em Uberaba (MG).
Nós estamos criando uma nova geração de prefeitos, de administradores públicos, que começa a levar a sério a preocupação com saneamento básico. Falo com a convicção de um presidente que, desde que criou o Ministério das Cidades, tem brigado para que a gente crie uma carteira de financiamento de saneamento básico, para que a gente possa resolver definitivamente o problema de saneamento no Brasil.
O presidente Lula cobrou do ministro das Cidades, Márcio Fortes, a regulamentação da Lei Nacional de Saneamento, aprovada há dois anos no Congresso Nacional, depois de saber pelo presidente da Assemae, Arnaldo Luiz Dutra, que isso ainda não havia sido feito. “Não tem explicação a gente estar há dois anos sem regulamentar. Se eu procurar uma explicação, eu não encontro – a não ser que alguém não queira que chegue na mesa do presidente. Se tem, aí sim é que precisa chegar, para gente decidir o que fazer”, afirmou Lula, depois de fazer uma cobrança direta ao ministro Márcio Fortes: “Queria te dizer uma coisa, Márcio: aquilo que não foi regulamentado em dois anos, será regulamentado na próxima semana, para que a gente possa mudar de discussão”, disse.

Lula disse que sabe bem o que é viver em lugar que não tem saneamento básico e criticou a irresponsabilidade de governantes passados que não cuidaram do saneamento de suas cidades quando tiveram a chance. “É uma irresponsabilidade total e histórica”, afirmou o presidente, afirmando que não há glória maior para um prefeito do que saber que na cidade dele, as pessoas tomam água de qualidade e as crianças mais pobres podem andar descalças sem medo de pisar em esgoto a céu aberto.
Graças a deus temos uma geração de prefeitos que começa a pensar nisso com mais seriedade. (…) E como a gente está muito atrasado, tudo que a gente fizer ainda é pouco diante do que a gente ainda tem que correr para tirar o tempo perdido.

O Tribunal de Justiça do Paraná condenou um ex-prefeito de Maringá a devolver cerca de R$ 500 milhões aos cofres públicos. Segundo informação da Promotoria de Justiça de Defesa do Patrimônio Público de Maringá foram condenados por improbidade administrativa o ex-prefeito Jairo Morais Gianoto, o ex-secretário da Fazenda Luis Antônio Paolicchi, e dois ex-servidores municipais: Jorge Aparecido Sossai, então contador, e Rosimeire Castelhano Barbosa, ex-tesoureira, entre outros réus.

Os antecedentes de um inescrupuloso

Sábado, dia da convenção nacional do PDT, não tive tempo de ler direito os jornais, mas hoje, tomei conhecimento – por um link no Paulo Henrique Amorim – de uma matéria do Estadão, que me deixou estarrecido. Ela revela o estilo de operação interna de Serra para impor sua candidatura e como os tucanos se bicaram feio em 2001, quando tiveram que engolir pela primeira vez o nome de Serra à presidência.
A corajosa matéria da repórter Christiane Samarco mostra o desejo obsessivo de Serra em ser presidente como uma obsessão, a ponto de levá-lo a um apelo patético a Aécio Neves. “Você não está vendo que esta é minha última oportunidade?”, disse Serra ao governador mineiro para demovê-lo da disputa interna.
Mas a matéria revela que, nove anos atrás, houve outra vítima do apetite serrista. A matéria lembra da candidatura naufragada de Tasso Jereissati, que denunciou “uma espécie de conspiração paulista em favor de Serra, desequilibrando a disputa interna”. O diálogo, transcrito pela matéria e não desmentido, dá idéia dos métodos usados nesta disputa. E olha que estamos falando de um homem acostumado às “encrencas” da política cearense…
Furioso com as manobras serristas, Tasso protagonizou um bate-boca com Aloysio Nunes Ferreira, o braço direito de Serra, apontando a “safadeza e molecagem” do então ministro para prejudicá-lo. Aloysio tentou contemporizar, mas a discussão quase descambou para a briga física, segundo a matéria, que transcrevo literalmente:
“Vocês jogam sujo!”, devolveu Tasso.
“Vocês quem?”, quis saber Aloysio.
“Você… o Serra… Vocês estão jogando sujo e eu estou saindo (da disputa presidencial) por causa de gente como você, que está me fodendo nesse governo”, reagiu Tasso.
“Jogando sujo é a puta que o pariu”, berrou Aloysio, já partindo para cima do governador. Fora de controle e vermelho de raiva, Tasso chegou a arrancar o paletó e os dois armaram os punhos para distribuir os socos. Foi preciso que um outro convidado ilustre para o jantar no Alvorada, o governador do Pará, Almir Gabriel, entrasse do meio dos dois, com as mãos para cima, apartando a briga. Fernando Henrique, estupefato, pedia calma.
Dá agora para entender melhor como Aécio vai ajudar, mesmo, essa a ser a última oportunidade de Serra. Ou para recordar dos versos do Augisto dos Anjos: “Vês! Ninguém assistiu ao formidável enterro de tua última quimera. Somente a ingratidão, essa pantera, foi tua companheira inseparável. Acostuma-te à lama que te espera.”

A mídia que ser “dona” da Dilma?

O Globo, hoje, sem algo que tivesse para explorar contra Dilma, resolveu “cozinhar” e ampliar o chororô da Folha sobre o cancelamento da participação da candidata do Lula na tal “sabatina” que o jornal paulista vai fazer com os candidatos. Mesmo sabendo que Dilma está iniciando uma viagem para a Europa – e por isso cancelou sua participação – o jornal dos Marinho parte daí para dizer que ela “cancelou entrevistas que já estavam confirmadas e partiiu nesta segunda feira à noite para uma viagem”.
A matéria é tão desonesta que basta ler com mais atenção para ver a armação, construída para tentar mostrar que Dilma estaria acuada, se escondendo.
Quais eram “as entrevistas que já estavam confirmadas”? Nenhuma, à exceção da tal sabatina.
Pois não pode haver nada confirmado se o próprio jornal diz que ela “tem se recusado a conceder entrevista para a GloboNews, além do programa “CQC”, da TV Bandeirantes. Ela também não confirmou ainda participação na rodada de entrevistas dos presidenciáveis para o programa “Roda Viva”, da TV Cultura, embora sua assessoria diga que ela poderá ir à emissora no fim de junho, sem fixar data”.
O que estava confirmado, senhor redator de O Globo?
Mas a ânsia de provar a “tese” que construíram é tão grande que se produz esta pérola:
Coordenadores da campanha da petista dizem que ela não está fugindo do confronto direto com os adversários e que ela vai para a Europa porque foi convidada, mas assessores de líderes europeus disseram que os encontros foram pedidos pela candidata.
Primeiro, é obvio que os encontros foram – e só poderiam ser – pedidos por Dilma. Já imaginaram se fosse o contrário, os presidentes da França, Nicolas Sarkozy, da Comissão Europeia, José Manuel Durão Barroso; e os primeiros-ministros da Espanha, José Luis Zapatero, e de Portugal, José Sócrates ligando para Dilma e dizendo para ela dar “um pulinho lá” para tomarem um café?
Segundo, porque ao encontrar-se com chefes de Estado e de Governo, qualquer pessoa vai fazer a agenda de acordo com o que eles podem, e não o que se quer. Imaginem o diálogo:
- E aí, Sarkozy, tudo em cima?
- Parle, Dilmá, toute legal?
- Tô querendo dar um pulinho no Palácio do Eliseu, pode ser?
- Clarô, Dilma, Chegue na heure que vous quisê. En la quarta-feirá, c´est bon?
- Quarta eu não posso porque vou gravar o CQC e vou ser recebida por Lord Merval Pereira, na Globonews…
- Globo o quai?
-Deixa, é no Palais du Jardin Botanique
- Enton viens na sèxte, que je suis com temps livrê.
E o que me impressiona mais é que tem uns manés que se preocupam em “desmentir” a sério uma historinha ridícula destas.
O Globo (e a Folha) precisam entender que existem políticos que não podem ser chamados estalando os dedos.

Mac Margolis, do semanário Newsweek, gosta do Brasil e entende muito deste nosso país, onde vive e trabalha há décadas. Na edição desta semana, ele busca interpretar a seus leitores americanos a paixão futebolística brasileira em tempos de Copa do Mundo, paixão essa que leva lojas, escolas e até igrejas a fechar portas em dias de jogo do esquadrão canarinho. Americanos gostam de avaliar tudo pelo custo em dinheiro. Portanto, a pergunta que faz é: qual o custo de tal obsessão? Nesses termos, refere-se a um tal Willem Smit, que trabalha para um instituto suíço (só poderia ser) que deu cartão vermelho a toda a cultura da Copa, pois custaria ao mundo 10,4 bilhões de dólares em produção perdida. The sign taped to the teller’s window at my local bank in Rio de Janeiro left no doubts. Next Tuesday, when the Brazilian national team meets North Korea in its World Cup opener, business hours will end at 2 p.m. sharp. My daughter’s school was more circumspect: if the green and yellow make it to the playoff round, all classes would be suspended. Mind you, my daughter is in kindergarten. Then again, this is Brazil, home of the five-time World Cup champions, where gap-toothed boys from the favelas turned a 19th-century pastime for British gentleman into 21st-century ballet on grass.
So some concessions to futebol are to be expected. But the quadrennial fever over the beautiful game may be heading over the top, compelling this nation of aficionados to shutter shops, empty schools, slow down industry, and snarl traffic as millions scramble for home or to the nearest pub in time to cheer for their team. Many merchants have decided to lock up for the afternoon, while others will field skeleton crews. Banks will shave three hours from their business day whenever Brazil is on the pitch, adding new meaning to the term banker’s hours. God may be Brazilian, as the locals are fond of saying, but good luck finding an open church on game day. Even the warring drug traffickers in Rio’s hillsides will likely call a truce when the ball is rolling, though stray bullets might be a problem if Brazil scores. With Rio set to host the next World Cup in 2014 and the 2016 Olympic Games, the running joke is that Brazilians will take 2015 off.
No one knows just how much this kind of football obsession will cost the Brazilians, or any other nation for that matter. But lately the pundits have made a sport of guessing. Most recently, Willem Smit, a researcher at the prestigious Institute for Management Development (IMD) in Lausanne, Switzerland, flashed a red card at the whole Cup culture. Smit reckoned that if just half the workforce in contending nations knocks off to cheer their side on during the World Cup games, the cost to the global economy could be $10.4 billion in lost production time alone. That figure could double if all national workers in competing countries decide to go AWOL to root for their respective teams—which is not as farfetched as it seems, given that the Cup will likely draw a billion or more viewers worldwide. “Allowing people to take time out to watch football during working hours is simply too costly, untimely, and unfair,” Smit said during an online debate on the Cup.
Such figures seem drastic, if not the work of a soccer Scrooge, but if anything Smit may be underestimating the economic damage. For one, he built his projections on basic math, calculating the amount of GDP generated for each working hour and then multiplying that figure by the total number of business hours he projects each country could sacrifice to football if half he workforce in each country stops working to take in their country’s games. What’s more, the global losses, which Smit breaks down on a country-by-country basis, refer only to the 48 preliminary-round games in the first two weeks of play. Imagine the productivity slump when the playoff rounds of the world’s most popular game get underway.
Mexico and Germany will be worst hit, forfeiting a potential $1.7 billion each in employee downtime if half the workforce slacks off to root for their teams. Close on their heels is Brazil, which stands to lose $1.2 billion, as its workers abandon their desks for the bar stool. (The only reason the land of Robinho and Kaká won’t lose more revenue is because Brazilian workers simply don’t generate as much wealth per hour of labor as their European counterparts.) The Argentines will forgo $485 million just to watch their men in blue.
But Smit has his critics. Karsten Jonsen, also of IMD, argues that the World Cup will bring a wealth of construction jobs and up to a million tourists to the host country during the games, plus a knock-on effect of some $12 billion over the entire South African economy. Then there are the less tangible gains such as good will, bonding, and bonhomie that will help bring dividends to companies by building esprit de corps in the workplace. “Individuals need to feel that they ‘belong’ to groups and nations with which they identify,” Jonsen states. “Watching the games is an important part of this, as it reinforces the sense of belonging.”
That is no news to Brazil, long “nation in cleats,” as national folklore has it. And if the overall economy may sag as fans take time to watch their side in action, some sectors are still making out like Pelé in the goal area. Electronics retailers here have seen a run on flat-screen televisions in the weeks building up to the World Cup while brewers reckon they will sell as much beer over the next month of the South African games as they do during the entire South American summer. Those are numbers even a soccer Scrooge could appreciate.

O Tribunal Superior Eleitoral (TSE) multou o PSDB em R$ 10 mil pela prática de propaganda negativa antecipada contra a candidata petista ao Palácio do Planalto, Dilma Rousseff. O objeto da ação foi o site mantido pelos tucanos intitulado “Gente que Mente”.
De acordo com o ministro Henrique Neves da Silva, relator do caso, os comentários feitos por leitores “ultrapassam o campo da mera manifestação de opinião para advogar determinada candidatura de forma explícita”.
Em sua decisão o ministro ainda diz que “os comentários fazem, de forma direta, menção às eleições presidenciais e apontam o Senhor José Serra como o mais apto ao exercício da Presidência da República. De outro lado buscam denegrir a imagem do Partido dos Trabalhadores e da Sra. Dilma Roussef”.

Bracelete de R$ 20 mil que ele tentou avaliar havia sido furtado da própria loja
Engenheiro Paulo Vieira de Souza, responsável pelo Rodoanel, foi preso no shopping Iguatemi no sábado
ANDRÉ CARAMANTE
DE SÃO PAULO
Paulo Vieira de Souza, 61, ex-diretor de engenharia da Dersa (empresa de transportes do Estado de São Paulo), foi preso em flagrante no sábado, na loja de artigos de luxo Gucci, do shopping Iguatemi (zona oeste de São Paulo). Ontem à noite, a Justiça mandou libertá-lo.
Ele é acusado de receptação de material ilícito -no caso, um bracelete de brilhantes avaliado em R$ 20 mil, que havia sido furtado da própria Gucci.
Souza e o joalheiro Musab Asmi Fatayer, 28, foram à loja para pedir que os funcionários avaliassem o bracelete. Pretendiam negociar a joia entre si.
Assim que Souza e Fatayer chegaram, por volta das 15h30 do sábado, foram atendidos pelo gerente da loja, Igor Augusto Pereira, 30, e pediram para que o bracelete fosse avaliado.
DELEGACIA
Desconfiado da origem da joia, Pereira pediu para que Souza e Fatayer esperassem um momento. Foi então consultar o livro de registros dos bens da loja.
Ao cruzar as informações sobre o bracelete negociado por Souza e Fatayer, o gerente da Gucci descobriu que aquela mesma joia havia sido furtada da loja no dia 7 de maio passado.
Foi aí que a Polícia Militar foi chamada até o shopping Iguatemi.
Diante do que o gerente da Gucci contou aos policiais militares, Souza e Fatayer foram levados para o 15º Distrito Policial (Itaim Bibi).
Em seu depoimento à Polícia Civil, o gerente da Gucci informou que foi Souza quem entregou o bracelete para que ele o avaliasse.
NEGOCIAÇÃO
O ex-diretor da Dersa, que foi exonerado do cargo no dia 10 de abril, disse à polícia que havia recebido a joia de Fatayer. Afirmou ainda que estava disposto a pagar R$ 20 mil por ela.
Interrogado, Fatayer afirmou ter comprado o bracelete por R$ 18 mil de “um desconhecido” que foi ao seu escritório, em Jundiaí (58 km de São Paulo).
RECEPTAÇÃO DOLOSA
Ao fim das conversas, a delegada-chefe do 15º DP, Nilze Baptista Scapulatiello, decidiu que tanto Souza como Fatayer deveriam ser presos por receptação dolosa, crime cuja pena prevista vai de um a quatro anos de prisão -caso haja condenação.
A delegada confirmou na noite de ontem à Folha a prisão do ex-diretor da Dersa e de Fatayer, mas disse que não podia falar nada sobre o caso “por questões de sigilo”.
A polícia apreendeu R$ 11.242 em dinheiro com Souza e R$ 1.614, com Fatayer.
Na Dersa, Souza foi responsável por grandes obras viárias, como o trecho sul do Rodoanel. No ano passado, recebeu o título de eminente engenheiro do Instituto de Engenharia.
Esse faz parte da elite burra e corrupta de SP. Esse é tipo de gente vota no Serra. Fazem parte da “gente de bem”

SÃO PAULO – José Serra fez um discurso marcante de confrontação política no sábado. Foi o ponto alto da convenção do PSDB. Mas sua eficácia é no mínimo duvidosa: ao atacar Lula, ele mordeu a isca. Mordeu porque está acuado e talvez não tenha muito para onde correr.
A candidatura Serra vive hoje um momento delicado, que o empate com Dilma Rousseff nas pesquisas não traduz. O fantasma da desagregação política ronda o tucanato.
Serra ainda não tem vice. E tudo indica que passou a hora em que a escolha de um nome ainda viesse somar algo à candidatura. O PP, que lhe daria tempo de TV, inclinou-se para o lado de Dilma. Na melhor hipótese, ficará solteiro.
Enquanto isso, o DEM, aliado dos tucanos desde o início, faz ameaças e pergunta, como na canção dos Paralamas: “Por que você não olha pra mim, oh, oh, me diz o que é que eu tenho de mau?”. Eles têm razão de chiar. Mas no fundo sabem que este é um casamento que funcionava na era FHC. Hoje, com Serra, parece mais um funeral.
Nesse ambiente, em que quase todos reclamam do candidato e quase ninguém assume responsabilidades com a candidatura, Aécio Neves -o vice que foi sem nunca ter sido- achou seu espaço. Usou a convenção para fazer um show de engajamento ligeiro na campanha.
Alguém disse que sua presença atrapalha e suas palavras não ajudam. Feliz, bronzeado, cheio de vitalidade, Aécio é hoje a própria encarnação de um futuro que vai além do PSDB. E além, certamente, do que é capaz de inspirar a figura soturna do candidato tucano-coruja.
Ao subir no palco como um popstar e conclamar Serra, num discurso tão inflamado quanto vazio, a liderar um processo de “redenção nacional”, Aécio reforça a sensação de que não está nem aí. Redenção nacional? Contra 80% de aprovação de Lula? Sua fala teria nexo se estivéssemos no final do governo Sarney, com o país derretendo. Sobrou para o ex-presidente Fernando Henrique Cardoso o desgaste de ter convidado Roriz para uma reunião em seu apartamento de São Paulo – lá se vão mais de dois meses.
Roriz responde a vários processos na Justiça. É apontado pela Polícia Federal como a matriz das bandalheiras promovidas pelo governo de José Roberto Arruda (DEM).
Na verdade, Fernando Henrique recepcionou Roriz a pedido de Serra. Na época, Serra estava interessado em dispor de um palanque forte no Distrito Federal. E Roriz lidera todas as pesquisas de intenção de voto.
Serra voltou a se interessar por uma aliança com Roriz. Quem trabalha ativamente por ela dentro do PSDB é o senador Sérgio Guerra (PE), presidente do partido, e Eduardo Jorge, vice-presidente.
