Minha Casa, Minha Vida revoluciona setor habitacional brasileiro

O Minha Casa, Minha Vida é o único programa habitacional já feito no Brasil que leva em consideração a necessidade de atender famílias de baixa renda e, além de ajudar as pessoas mais pobres, está promovendo também uma grande revolução no setor de construção civil do País, afirmou o presidente Lula durante cerimônia de inauguração de obras do PAC Habitação realizada nesta sexta-feira (7/5) na Via Mangue 3, nos conjuntos habitacionais Zeferino Agra e Vila Imperial, em Recife (PE).
Lula chegou a pedir à presidente da Caixa Econômica Federal (CEF), Maria Fernanda Ramos Coelho, que informasse o valor da prestação das casas do programa: R$ 50 para famílias com renda até um salário mínimo.
Vamos ser francos companheiros, R$ 50 não é muito. Se sair na Boa Viagem vendendo limão galego arrecada isso. Sou contra dar de graça. Nós queremos este ano contratar um milhão de casas e para os próximos quatro anos queremos contrar mais dois milhões de casas.
Em entrevista coletiva à imprensa concedida após a solenidade, Lula afirmou que o Minha Casa, Minha vida mudou o patamar da construção habitacional no Brasil. Segundo o presidente, já foram contratadas obras de 425 mil casas e há 800 mil casas em projetos que estão sendo analisados pela CEF. “Se atingirmos a contratação de 1 milhão de casas até dezembro, começamos uma revolução na construção civil deste País”, afirmou.

O presidente Lula destacou ainda em seu discurso que as famílias que receberam as casas não foram “jogadas para fora da cidade” após terem sido desalojadas da área onde passará a rodovia BR 101. Elas receberam suas novas moradias em região próxima onde já viviam, com bom acesso a transporte e a posto médico (Unidade de Pronto Atendimento – UPA).
Aqui, muita gente vai poder ir à pé para praia, coisa que eu não posso fazer em São Bernardo do Campo (SP), pois a praia fica distante uns 60 quilômetros.
O presidente contou também a conversa que teve com dona Sandra, moradora que recebeu nesta tarde as chaves de sua nova casa no conjunto habitacional inaugurado em Recife. Ela queria beijar-lhe as mãos e contou do arrependimento por nunca ter votado nele. Lula disse a ela que não havia problema algum, porque a cada derrota na disputa pela Presidência ganhou mais experiência.
A vida é asssim. A gente vai aprendendo. Hoje sou um homem que não reclamo por ter perdido três eleições. As derrotas me ensinaram. Fui aprendendo e ficando mais calejado. Quando cheguei à Presidência da República, já estava mais preparado, mais consciente.
Lula assegurou que o governo mudou o modelo de atender à demanda por moradia no País, desde que propôs a construção de um milhão de casas. O que muitos consideravam impossível hoje está próximo de se realizar. A CEF, anunciou o presidente, deverá fechar 2010 com esse patamar de novas moradias contratadas para serem construídas. Nessa etapa haverá demanda por mão de obra.

No Rio de Janeiro, continua a luta pela vaga para o senado na chapa do Sérgio Cabral(PMDB). Estão na luta Lindberg Farias(PT), já indicado. Corre por fora o senador Marcelo Crivella(PRB), que foi jogado para os leões. É a luta entre um pastor pra lá de suspeito e, como pode ser visto clicando e ampliando a matéria de O Globo, uma ovelha negra. Deus salve o Rio de Janeiro.

Para aqueles que não conseguem entender qual é a lógica que preside as aparentemente tresloucadas opções de Lula no que tange à política exterior vai aqui uma pequena colaboração.
Como reza a sabedoria popular: “Se você vir uma tartaruga em cima de uma árvore, fique atento. Tartaruga não sobe em árvore. Ou foi uma enchente ou então foi mão de gente.” Se algo parece não fazer sentido numa determinada situação, a dica é pesquisar o tema mais a fundo. É sempre positivo ter em mente que absurdo não existe. Chamamos de absurdo tudo aquilo que “não se encaixa”. Geralmente é algo que provém de um ordenamento lógico cujo sentido não conhecemos.
Alguém, entre os leitores, já ouviu falar do Foro de São Paulo? Não se trata de nada clandestino. É uma entidade latino-americana que, manifestamente, busca congregar e apoiar todos os partidos e movimentos ditos “de esquerda” da América Latina. O foro já existe há quase duas décadas e se reúne com frequência anual. Falar dele é um tabu em boa parte da mídia brasileira, tão infestada por patrulhas ideológicas de todos os lados. Na internet, por exemplo, existem poucas referências ao tema, quase todas elas carregadas de conteúdo ideológico: ou se é contra ou a favor. Informações precisas e despidas de opiniões são raras.
Por essa razão é tão difícil abordar assuntos como o do foro. A entidade existe e tem até um site. Acessa-se por meio da página do Partido dos Trabalhadores (PT). Sua história é a seguinte.
O Foro de São Paulo nasceu aqui, na nossa cidade, em julho de 1990. Foi uma reunião internacional bancada pelo PT a partir de uma sugestão de Fidel Castro a Lula dada cerca de um ano antes.
Como é próprio da ideologia de seus membros, a partir de então não parou de crescer. Os seus membros se reúnem em congresso quase todos os anos – cada um numa cidade latino-americana diferente – e aprovam atas, com posicionamentos políticos válidos para todos. Um de seus idealizadores é Marco Aurélio Garcia, que, nos últimos anos, tem sido o principal formulador da política externa do nosso governo, principalmente no que diz respeito à América Latina.
O objetivo mais importante do foro é manter acesa a chama do socialismo no nosso sub-continente. A ideia do dito ex-presidente de Cuba, nos idos de 1990, foi, então, muito oportuna. O Muro de Berlim, construção que dividia a Alemanha em duas partes e era o principal ícone do antigo regime comunista soviético, caiu em novembro de 1989 – com o agravante de ter sido derrubado espontaneamente pelas suas próprias vítimas. Aquelas pessoas que pelo mundo abraçavam a causa socialista repentinamente ficaram órfãs. Seus ideais haviam sido cabalmente desmentidos pelos fatos. A proposta de Fidel, à época, era altamente auspiciosa: reunir todos os partidos e movimentos políticos da esquerda, na América Latina, para procurar estabelecer o diálogo entre eles e, a partir disso, a articulação e a coordenação de suas ações.
Foi, e tem sido, um enorme sucesso. Hoje em dia, não há organização política representativa de cunho socialista, em toda a América Latina, que não seja filiada ao Foro de São Paulo. Trocam, de modo permanente, ideias e impressões entre si e – o mais importante – falam todos, agora, a mesma língua.
Muitos chegaram ao poder, como é o caso de Lugo, no Paraguai, Ortega, na Nicarágua, Morales, na Bolívia, Correa, no Equador, e muitos mais. Outros tantos ocuparam o poder antes e, numa tentativa oportunista de apresentar ao mundo alguma justificativa ideológica para seus governos, trataram de se filiar ao foro. Um caso que todos conhecem bem é o de Hugo Chávez, na Venezuela – com o seu conceitualmente confuso “bolivarianismo”. Outro que chegou atrasado foi o presidente deposto de Honduras, Manuel Zelaya.
O caso do Brasil é muito peculiar: foi aqui que o foro se viabilizou, beneficiando-se da infraestrutura oferecida pelo PT, já então um grande e representativo partido político. Luiz Inácio Lula da Silva tratou logo de abraçar a bandeira oferecida por Castro, que tinha também outro grande atrativo: caso o petista vencesse as eleições de 1990, contra Collor, o partido seria alçado à condição de grande líder das esquerdas da América Latina. O fato é que naquela ocasião Lula perdeu. Perdeu a Presidência da República e também a perspectiva de se tornar líder socialista do nosso sub-continente.
Já numa das primeiras assembleias anuais do foro ficou determinado, em ata, que era dever de todos os partidos e movimentos filiados defender o governo cubano e o seu líder, Fidel.
Em meados da década de 1990, Hugo Chávez se filiou ao movimento. Foi uma aliança benéfica para todos. Em troca de um pretexto e um aval ideológico consistente para o seu regime, ele vem usando as suas divisas internacionais, provenientes do abundante petróleo venezuelano, para ajudar a manter a economia cubana em pé e, também, estimular numerosos movimentos e partidos em toda a América Latina.
O PT perdeu a sua chance de liderar o foro. Agora, quem dá as cartas ali é o “bolivarianismo”.
E o governo brasileiro, sob Lula, contenta-se apenas em seguir fielmente as diretrizes emanadas pela entidade.
Evidência disso é que Marco Aurélio Garcia ocupou, durante todos os últimos anos, o cargo de assessor especial da Presidência da República para assuntos externos e, a partir dessa condição, formulou livremente a nossa política diplomática para a América Latina.
O cidadão acaba de sair do governo para tentar alçar voos mais altos. Ele é, agora, o coordenador da campanha eleitoral da situação. No que depender dele, a nossa canhestra política externa vai ser, no futuro, ainda mais ideologizada do que é hoje.
