Governo edita MP com desonerações de impostos para a indústria brasileira

O presidente Lula assinou, nesta terça-feira (27/7), medida provisória que assegura desonerações tributárias em diversos segmentos da indústria brasileira. Um dos primeiros impactos se dará na inovação tecnológica. A medida permite que as empresas busquem recursos junto à Finep (Financiadora de Estudos e Projetos) por meio de subvenções econômicas sem que incidam tributos como IRPJ (Imposto de Renda Pessoa Jurídica) e CSLL (Contribuição Social sobre o Lucro Líquido). Com isso, a financiadora lança em agosto deste ano edital no montante de R$ 500 milhões tendo por foco programas mobilizadores do Plano de Desenvolvimento Produtivo (PDP) e o Plano de Ação de Ciência, Tecnologia e Inovação (PACTI).
A mesma MP reduz de 6% para 1% a carga de impostos da indústria da construção civil em imóveis avaliados em até R$ 75 mil. Antes, a medida abrangia habitações avaliadas em até R$ 60 mil. A medida irá alavancar, na avaliação do governo, moradias contratadas no âmbito do programa Minha Casa, Minha Vida. Outra novidade é a redução do redutor de Imposto de Importação (II) para autopeças. Hoje, as peças importadas pagam 40% a menos de II e, no dia 1º de maio de 2011, este redutor deixa de existir. Neste caso, o objetivo do governo é incrementar a fabricação nacional de autopeças.
No mesmo documento, o governo cria a drawback isenção, medida que permitirá ajustes de algumas distorções nas exportações de produtos, beneficiando indústrias que operam a motagem de equipamentos, como por exemplo, laptops. Isso representa a isenção de impostos sobre os insumos conforme explicou o secretário de Política Econômica do Ministério da Fazenda, Nelson Barbosa, em entrevista coletiva após a reunião do presidente Lula com os empresários. Segundo Barbosa, em 2010, somente o volume de desoneração tributária para o segmento de inovação tecnológica será de R$ 67 milhões.
A medida também contempla a construção dos estádios de futebol para a Copa do Mundo Fifa 2014. Nelson Barbosa informou que as aliquotas de PIS, Cofins e II para estas obras terão alíquota zero. A decisão permitirá que os estados também isentem as indústrias do ICMS. Isso resultará num montante de R$ 350 milhões até 2014. Em 2010, o valor chega a R$ 35 milhões.
Reunião no CCBB
Para a cerimônia de assinatura da MP das desonerações o governo promoveu uma reunião no salão oval do Centro Cultural Banco do Brasil (CCBB). O presidente Lula colocou a assinatura na proposta e abriu a reunião para que o ministro da Ciência e Tecnologia, Sergio Rezende, explicasse aos empresários a abrangência da decisão. Rezende informou que o governo atende uma das principais reivindicações da indústria que busca recursos com subvenção econômica. Agora, o dinheiro que sobrar para o ano fiscal seguinte não terá incidência de tributação.
Os R$ 500 milhões ofertados pela Finep dentro deste regime abrigam temas em TIC, Energia, Nanotecnologia/Biotecnologia, Saúde (Fármacos), Defesa e Desenvolvimento Social. Numa outra frente, serão colocados para o mercado R$ 100 milhões, sendo R$ 50 milhões para entidades e federações empresariais que desejam implantar Núcleos de Apoio à Gestão da Inovação e outros R$ 50 milhões – recursos do Sebrae nacional e da Confederação Nacional da Indústria (CNI) – para implantação dos planos de inovação nas Micro e Pequenas Empresas (MPEs).
Durante a reunião, o presidente Lula insistiu em que o setor empresarial invista mais em Pesquisa e Desenvolvimento (P&D). Lula mostrou uma transparência preparada pelo presidente do BNDES, Luciano Coutinho, onde mapeia os recursos públicos e privados em diversos países. Enquanto no Brasil, os investimentos públicos chegaram a 0,59% do PIB em 2008, os investimentos empresariais ficaram em 0,50% do PIB naquele mesmo ano. Na outra ponta deste cenário, as indústrias do Japão correspondem com 2,62% do PIB em recursos privados e 0,55% do PIB governo.
O presidente pediu uma mobilização que permita a abrangência dos centros de inovação. Uma mapa apresentado pelo ministro Rezende mostra que em oito estados inexistem estes centros do Sistema Brasileiro de Tecnologia (Sibratec). O esforço é para que se instalem centros no Acre, Amapá, Piauí, Mato Grosso, Mato Grosso do Sul, Rondônia e Roraima.

ONG ligada a Delúbio é condenada
Organização criada por petistas era fachada para repasse ilegal de verba do Incra e terá de devolver R$ 7 milhões
A Justiça Federal em Goiás condenou o Instituto Nacional de Formação e Assessoria Sindical (Ifas), organização não governamental ligada à CUT e ao PT, a devolver R$ 7 milhões aos cofres públicos.
Segundo denúncia do Ministério Público Federal, a ONG funcionava como fachada para um esquema de repasses ilegais de verbas do Incra, no qual o real beneficiário era a Federação dos Trabalhadores na Agricultura Familiar (Fetraf).
O Ifas foi criado em 1985 por militantes do PT, entre eles o ex-tesoureiro nacional do partido Delúbio Soares, além de dirigentes do setor agrário e da educação de Goiás.
A decisão é do juiz da 4 Vara, Juliano Taveira Bernardes, com base em irregularidades constatadas pela Procuradoria da República em contratos firmados por ONGs com o Incra.
Segundo o procurador Raphael Perissé, o Ifas teria tido atuação meramente formal no contrato com o Incra em 2006 e, mesmo sem apresentar capacidade técnica para celebrar o convênio, a entidade conseguiu a aprovação de um projeto de R$ 7 milhões em tempo recorde de 14 dias.
A ONG foi investigada pela Comissão Parlamentar de Inquérito (CPI) aberta no Senado em 2008 para apurar irregularidades em contratos firmados pela União com entidades espalhadas pelo país.
Segundo o procurador, a finalidade inicial do projeto era a capacitação de 9.375 assentados em 12 estados brasileiros.
Na investigação, o MPF descobriu que a sede da ONG não passava de uma casa fechada e abandonada em Goiânia, sem qualquer estrutura física para comportar uma entidade que se comprometeu, no convênio, a oferecer contrapartida de R$ 768.417,60 “na forma de bens e serviços”.
Medo?
A revista Quanto É traz uma capa, nesta semana, sobre uma possível estratégia de José Serra(PSDB) de incutir medo no eleitorado. A revista, que há muito tempo vive de propaganda oficial, apenas vendeu o espaço para o PT fugir das respostas que nem ele e nem a sua candidata conseguiram dar. O PT em nenhum momento pode negar as suas ligações com as FARC. Existe uma montanha de provas. Dilma, de bonezinho do MST, jamais poderá negar que apoia a guerrilha rural. Aborto? Dilma é a favor do aborto indiscriminado e está mais preocupada com a dor da mulher do que com o feto. Tem depoimento da candidata em vídeo. Proximidade das FARC com o narcotráfico? Impossível negar. Política externa que senta lado a lado com os piores ditadores assassinos? Impossível desmentir. Tratamento vip para as dívidas dos esquerdistas bolivarianos? Pura realidade. Então o que o PT está tentando fazer? Tenta transformar denúncias escoradas na verdade em tentativa de atemorizar o eleitor. A candidata só fala nisso e, assim, foge de dar as respostas que ela não quer e nem pode dar. Esta mentirada não cola. Serra está subindo nas pesquisas. A tática do dossiê falhou. Deixaram o cofre cair no pé, os aloprados. O cabo eleitoral imbatível já não enche ginásio de esportes, as pessoas tomaram um “fartão” do Lula. Lembram do comício do Rio? O que o povo quer é ouvir e saber quem é Dilma. E ela foge dos debates. Medo? O povo brasileiro com medo? Que bobagem. Quem está com medo é a Dilma, o PT, o Lula, não o povo brasileiro.
Doação ou faca no peito?

A equipe da presidenciável Dilma Rousseff vai enviar cartas a empresários pedindo contribuições para a campanha. Nos três modelos já redigidos, o tesoureiro José de Filippi Jr. recorre às “realizações” do presidente Lula, na tentativa de angariar recursos. O primeiro modelo se destina a empresas que doaram para a campanha da reeleição, em 2006. O segundo tipo é para as que foram procuradas, mas se recusaram a contribuir e o terceiro, para novas companhias. O PT enviará as cartas para 385 empresas e espera arrecadar R$ 157 milhões. Nos textos, redigidos com ajuda do marqueteiro João Santana, Dilma é definida como “candidata à sucessão do presidente Lula para dar continuidade à transformação do País que ele iniciou”. O último parágrafo diz: “Contribuir para o processo eleitoral é uma forma concreta de o dirigente empresarial influenciar no aprimoramento da política”.
PAULO HENRIQUE AMORIM, O PROGRESSISTA
Você é progressista ou reacionário? Paulo Henrique Amorim é progressista. Mas, calma, não responda agora! A decisão não é apenas sua. Se você for blogueiro, por exemplo, quem decide é uma “comissão” e Paulo Henrique Amorim a integra. Porque ele é progressista.
Mas o que é ser progressista? Eu sou contra a pena de morte, a favor da legalização do aborto, a favor da legalização do consumo e da venda das drogas, defendo casamento gay e a adoção de crianças por homossexuais, sou contra qualquer forma de “ensino religioso” em escolas públicas, mas não sou considerado “progressista”. Porque é preciso estar alinhado a um partido, e vocês sabem qual..
José Sarney, por sua vez, é considerado progressista. Ele talvez divirja de mim em todos os pontos do parágrafo anterior, mas “acerta” onde “errei”: está alinhado à “legenda mágica”. Paulo Henrique Amorim, portanto, também é progressista. Mas talvez nem sempre tenha sido assim.
Recentemente, no Twitter, Monica Bergamo contou uma história importante sobre seu ex-colega de TV Bandeirantes. Ele hoje está na Record, e os fatos narrados têm a ver com as eleições de 1998, quando Lula disputava com FHC. Já falei sobre isso, mas é interessante acompanhar a narrativa de Monica:
De 1998 para cá, como se pode ver, os progressistas são outros. E a “comissão” talvez não me aprove como tal – nem a você, prezado leitor. Mas, assim como José Sarney, Paulo Henrique Amorim está garantido. O mesmo vale para blogueiro que até ontem xingava Lula (não é PHA dessa vez…) e elogiava Collor (”estadista!”).
Mas ainda não sei a resposta sobre o que é ser “progressista”. Alguém sabe? Hoje em dia, é querer progredir?

PAULO HENRIQUE AMORIM E O PT: UM POUCO SOBRE O CRIADOR DA SIGLA “PIG”
Hoje, quando se pretende atacar um veículo de comunicação, sempre que este questiona o Governo Federal, usa-se a sigla “PIG” (Partido da Imprensa Golpista). Ela foi cunhada por Paulo Henrique Amorim e a idéia de “golpismo” consiste na crítica do PT e de seu governo. Falou mal? É golpe. Simples assim.
Mas Paulo Henrique Amorim, ou PHA, diz que é jornalista desde os tempos em que os bichos falavam (é o que está em seu site). Não sei se em 1997 eles ainda diziam alguma coisa, mas convém lembrar a série de reportagens que ele próprio divulgava na Rede Bandeirantes, na condição de âncora e editor do principal programa jornalístico da emissora.
Trechos abaixo (estão nas sinopses da Radiobras):
“Denúncia de corrupção em partido político não é novidade. Novidade é o partido. Trata-se do Partido dos Trabalhadores. Paulo de Tarso Venceslau ajudou a sequestrar o embaixador americano e a fundar o PT. Foi também secretário de finanças de duas prefeituras do partido. Ele garante que uma empresa contratada sem concorrência por prefeitos petistas, desviava verbas públicas para os cofres do partido. Ele quer provar que a cúpula do PT sabia das fraudes e não tomou providências.
Paulo de Tarso Venceslau, autor da denúncia contra o PT, tem 53 anos e uma biografia movimentada. Na década de 60 ele pertencia ao grupo guerrilheiro Aliança Libertadora Nacional. Participou de sequestro do embaixador americano, Charles Albrick, em 1969. Ironia ou não, ajudou a tirar da cadeia José Dirceu, seu amigo e companheiro na época. José Dirceu, hoje presidente do PT, disse que Venceslau não tem nenhum documento que comprove a corrupção, mesmo assim haverá investigação.” (grifos nossos)
Em 1998, VÉSPERA DAS ELEIÇÕES DAQUELE ANO, tudo se repetiu. E quem fala a respeito é Alberto Dines que, na ocasião, DEFENDEU LULA. Vejam que coisa engraçada:
“Paco, o linchador – Em seu site Conversa Afiada, Paulo Henrique Amorim publicou na noite de sexta-feira (3/11) a seguinte manchete: “Internautas criticam artigo de Alberto Dines”. Clica-se e aparece a foto deste observador e um pequeno texto: “A favor da mídia. Internautas criticam artigo em que Alberto Dines, do Observatório da Imprensa, se manifesta a favor da mídia”. Os curiosos então clicam para saber o que Paulo Henrique Amorim, porventura, tem a dizer sobre o assunto e descobrem que Paulo Henrique Amorim, como sempre, nada tem a dizer: escafedeu-se. Mas como precisa fazer jus ao cachê de linchador, remete para os comentários dos internautas furiosos com este observador. Convém registrar que o afiadíssimo site é completamente cego em matéria de interatividade e democracia: não recebe comentários dos leitores. Paulo Henrique Amorim – Paco, para os íntimos – é o protótipo do linchador. Paradigma do empastelador. Agente provocador de quebra-quebras. Tem longa experiência nesta matéria. Paco agora anda camuflado de militante petista. O disfarce vai durar pouco. Em setembro de 1998, véspera da segunda disputa Lula-FHC, ele comandou na TV Bandeirantes uma viciosa cruzada contra Lula com os mais torpes argumentos. Pretendia denunciar a operação financeira que permitira ao então líder sindical a compra de um apartamento em São Bernardo do Campo. Não foi um ataque político, foi um golpe baixo. Não foi um surto pontual, foi uma cruzada contínua, demorada, persistente. Em todas as edições do principal telejornal da Band, durante longos minutos, com todos os recursos de edição, depoimentos, documentos e aquela vozinha histérica, nasalada, tentando levantar os ânimos para derrotar Lula logo no primeiro turno. Paco, o linchador, era o âncora do telejornal e conseguiu ser ouvido por alguns veículos. IstoÉ, como sempre, viu na denúncia uma chance de ganhar alguns trocados e foi na onda. O Observatório da Imprensa protestou. Naquela fase, alguns artigos opinativos eram assinados coletivamente, “Os Observadores”. A responsabilidade era obviamente do editor-responsável. Alguns leitores protestaram contra o Observatório. É sempre assim. Quando um delirante grita “Mata!”, logo aparecem outros para berrar “Esfola!”. Esta é a insana dinâmica das execuções sumárias e do paredón.” (grifos nossos)
Hoje, o Presidente é Lula, do PT, e a oposição é o PSDB. Paulo Henrique Amorim, desde 2003, nunca mais tocou no assunto que tanto repisou em 1997 e 1998 – e continua sem solução satisfatória. “PIG”, né? Ok, então…
E, já em 2006, nota-se que algumas figuras blogosféricas, hoje carimbadas, comentaram o texto de Alberto Dines, absolvendo a conduta do então “regenerado” jornalista, ex-perseguidor de Lula em véspera de eleição. Os termos “da defesa” são engraçadíssimos.
Depois, dizem que exagerei quanto à reação da blogosfera política dita “independente” na história fictícia de Karloff.

Bem, em primeiro lugar as duas surras no primeiro turno que o FHC deu no Lula aconteceriam de qualquer modo, pois a diferença entre ambos é brutal.
Depois, não se pode dizer que o PHA estava no PIG, pois, de acordo com a lógica paconiana, o golpe só pode ser dado contra quem já está no governo e não contra o desafiante. Assim, ainda de acordo com esta lógica coerente, no próximo ano Paco será Serra desde que as bixas falavam.
Finalizando, tal como as palavras das sociedades secretas, PIG tem um segundo significado, que é: Pessoal que Impediu meus Ganhos. Ou seja, basta contratar um ou dois jornalistas independentes e você deixa o PIG na hora.

(Gravz: Pau mandado? Dura deve ser a vida de quem aplaude um colunista de acordo com o elogio que ele faz ao partido. Quando xinga, ele leva vaia; quando elogia, ele “é dos nossos”… Isso sim que é pau mandado de legenda. E eu realmente não sei de história alguma sobre “ser saído” de lugar algum. Se “foi saído”, depois de falar tão mal e divulgar tantas acusações contra o PT, isso foi obra de quem?)

O negócio está feio. As previsões, antes tidas como paranóicas, do Olavo de Carvalho estão se concretizando uma a uma inexoravelmente. O esquema de tomada de poder do PT já se cristalizou. Temo que teremos de aguentar essa curríola do jornalismo chapa-branca (sem citar nomes) por pelo menos mais 15 anos. Você ainda faz alguma crítica, mas a grande mídia está capitulando (vide o Estadão). Aproveite seus últimos momento de liberdade, pois o Tarso Genro já está de olho na Internet e as diretrizes da Confecom serão aprovadas na íntegra. E uma eventual vitória do Serra não vai alterar o quadro, no máximo, teremos um leve respiro…

Olha só o nível gravata…imagina você começa uma cruzada contra um político ou um partido ,que você tenha descoberto falcatruas sobre ele, faz denúncias pesadas , acusações virulentas…passa o tempo e você vira a casaca e passa apoiar o partido, usando e abusando de letrinhas garrafais e coloridas. Isso implica que você no mínimo virou conivente com o partido corrupto não ?? Ou ele magicamente deixou de ser corrupto ? Das 2 uma : Ou as denúncias anteriores eram falsas e o jornalista deveria responder criminalmente por isso ou o jornalista está ao sabor de quem paga mais. É impressionante como os defensores de PHA não enxerguem isso !

1 – O Sr. Manuel Zelaya passou o ano-novo com a família, que foi visitá-lo na hospedaria onde se encontra.
2 – O MP de Honduras pediu a punição dos militares que, encarregados de cumprir a ordem de deposição contra o presidente que queria se colocar acima da lei, acabaram por tirá-lo do país, gerando toda a história do “golpe”, tão bem explorada pelos lacaios do Chavez e pelo PIB (Partido da Imprensa Bolivariana, como disse acima o João).

Paco para mim ainda é uma incógnita. Falastrão, publica coisas que nunca sairão no mainstream, e às vezes bate no governo Lula (vide caso BrT+Oi), mas de um modo geral é de uma subserviência de fazer inveja à Eliane Cantanhede. Penso que na verdade ele tem mais raiva da paulicéia do que do PSDB em si. É um Ciro Gomes da mídia.
PS:Videntes preveem a vitória do Serra em 2010. A conferir…

O termo PIG nada mais é que uma nova maneira, mais irônica e em tom de deboche, de se referir à grande mídia privada, costumeiramente conservadora no mundo todo e sempre ligada aos grandes empresários.
Pior que sempre tem aqueles que acham que os grandes conglomerados de mídia (globo, record, abril, folha, estadão) são imparciais e “independentes”. Aí fode.

João, em primeiro lugar agradecemos a sua explicação sobre o significado do PIG (que virou PiG na época em que Paco foi demitido do iG – genial, não?). Em segundo lugar, para não entrar na discussão sobre o que seria realmente imparcial e independente, é melhor procurar quem mais se aproxima disso. Então, com exemplos:
A Veja precisa manter a sua credibilidade para continuar a vender revistas e atrair anunciantes. Mas ela pode ser bastante independente destes últimos, pois tem muitos e, se um desistir, outro ocupa o seu lugar.
A Carta Capital tem baixa credibilidade e, portanto, poucos leitores e poucos anunciantes (pois uma empresa normal não vai desperdiçar a verba que lhe permite anunciar na Veja para anunciar nela). Assim, se desagradar a algum destes “abnegados” que fazem o favor de anunciar ali (em geral, empresas ligadas ao governo), ela acaba.

O mais triste nisso tudo é a falta de isenção. Era assinante do PHA até o dia em que ele criticava uma posição (realmente infeliz) de José Serra, O detalhe é que a mesma posição havia sido manifestada por Lula pouco tempo antes. Ao comentar no blog do PHA com link para ambas as falas e dizendo que Lula pensava exatamente o mesmo, o “jornalista” apagou meu comentário três vezes (pensei que por algum problema de sistema o comentário não estava saindo).
Ali ficou claro que a verdade era só um detalhe e que valia mais a pena a graninha do patrocínio. Nunca mais li nada ou dei crédito a um comentário dele.
Sua postura frente ao caso Folha Universal também foi ridícula, tentando avacalhar com a repórter da folha e defendendo com unhas e dentes o seu patrão pastor/bispo. Claramente esquecendo-se que ele mesmo fizera matérias com flagrantes de desvios de doações e do aproveitamento da fé dos fiéis.
Na verdade esse pessoal se mantém como “grandes” apenas porque contam com a falta de memória do povo e com a ingenuidade de alguns.

Não é bem assim não, criticou o Lula é PIG; há críticas e críticas, e em minha opinião a chamada “grande mídia” distorce, omite, qdo não simplesmente mente descaradamente. Enquanto isso é feito em meios privados, pagos pelo assinante, (jornais, revistas, TV fechada)tudo bem ,é liberdade de imprensa. Mas qdo o espaço eletromagnético (TVs abertas e rádios), que é público pela própria definição na constituição (e assim o é em todas as democracias ocidentais), se torna um partido político, aí não posso achar que isso é “liberdade de imprensa”. Esse é só um dos pontos que o PIG simplesmente finge não existir. É PIG sim senhor, e ainda bem que temos blogs como os de PHA, Eduardo Guimarães, Azenha, Carta Capital e outros.

Deu na coluna da jornalista Mônica Bergamo: O Ministério Público de SP iniciou procedimento para averiguar denúncia de “possível irregularidade na aplicação de verbas públicas” pela ONG SFK (Success for Kids), apoiada pela cantora Madonna. O promotor Marcelo Duarte Daneluzzi ouviu, na semana passada, representantes da entidade. Segundo a assessoria de imprensa da Promotoria, eles “garantiram que não está sendo usado dinheiro público” na SFK. Madonna estava no Brasil, no Rio de Janeiro, em fevereiro. O banqueiro Luís Octávio Indio da Costa, primo do vice de Serra, e dono banco Cruzeiro do Sul, atraiu Madonna à São Paulo, para um almoço em sua mansão.

I love the Grandview! Last year my husband and I attended one of the sales pitches from the Grandviwe. This year we returned and were offered a deal on purchasing a 2nd bedroom that gave us 2 more extra weeks. We now have one week every year for a 2 bedroom unit that can be traded in if we want and 4 extra weeks. I don’t even have that much vacation time, so we have offered some of these weeks to friends. It costs $59 for a guest certificate for one time use or $149 for a 5 year guest pass in addition to the transfer fee ($197). We have several friends who visit Vegas a lot (we are in California) and have already booked our first friend. He can’t wait to take his family of 4 to Vegas for a week at $346 (6 nights at a hotel charging $60 would cost $360 plus taxes and fees. I don’t think any Vegas hotels have weekend rates as low as $60). He got the 5 year pass so next time he will only have to pay $197 for the full week. We will be returning again in a few months for a tradeshow and will stay in the Grandview (if we stayed at the hotel it would have been 3 rooms at $89 per night totaling $1,068 we paid only the $197 transfer fee).
