Estamos provando com o Ibas que não é preciso ser rico para ser solidário

O primeiro-ministro indiano Manmohan Singh, o presidente Lula e o presidente sulafricano Jacob Zuma se reuniram em Brasília para a IV Cúpula do Fórum de Diálogo Índia-Brasil-África do Sul (Ibas). Foto: Ricardo Stuckert/PR
Para problemas cada vez mais globais é preciso ter respostas igualmente universais, baseadas na solidariedade, cooperação e diálogo, defendeu o presidente Lula na abertura da plenária da 4ª Cúpula do Fórum de Diálogo Índia-Brasil-África do Sul (Ibas), realizada na tarde desta quinta-feira (15/4), no Palácio Itamaraty, em Brasília. O presidente da África do Sul, Jacob Zuma, e o primeiro-ministro da Índia, Manmohah Singh, também participaram do encontro.
O presidente Lula afirmou que o grupo é uma resposta “a uma ordem internacional desigual e injusta, incapaz de resolver antigos problemas, como a pobreza extrema e a fome de milhões”, e também não oferece respostas adequadas a novas ameaças como a degradação ambiental e a insegurança alimentar e energética. Como alternativa aos desafios de um mundo interdependente, o Ibas propõe mais cooperação e mais solidariedade, afirmou o presidente Lula, além de ajudar a moldar um século 21 livre de conflitos, miséria e medo.
Somos três grandes democracias multiétnicas do mundo em desenvolvimento, unidas para propor e construir. Sem antagonismos. Com firmeza e continuidade de propósitos. Nossa vocação democrática nos ensinou a apostar na transparência e legitimidade das decisões multilaterais. Para problemas cada vez mais globais, precisamos de respostas igualmente universais.
Lula afirmou ainda que pretende realizar ainda este ano, no Brasil, um encontro de líderes empresariais dos três países.
E em seu discurso de encerramento, o presidente Lula afirmou:
Esta Cúpula é a culminação de uma longa caminhada e o começo de uma jornada ainda mais promissora. Índia, Brasil e África do Sul já têm uma história conjunta e certamente terão, cada vez mais. um futuro comum. Pessoalmente, me despeço do IBAS. E o faço com o sentimento do dever cumprido, com orgulho e felicidade de ver que nossa idéia prosperou. Com a alegria de ter compartilhado com indianos e sul-africanos esta extraordinária e promissora aventura. Desafiamos a geografia e a inércia – e vencemos.

O presidente brasileiro lembrou dos esforços de Brasil, Índia e África do Sul em concluir a Rodada de Doha de forma mais equilibrada, garantindo assim que o comércio internacional seja uma “alavanca para os países mais pobres”, permitindo a eles que desenvolvam o seu potencial agrícola. Citou ainda a atuação dos três países no Conselho de Direitos Humanos e nas negociações sobre mudanças no clima, defendendo o meio ambiente sem que isso interfira no direito ao desenvolvimento, e defendeu mais uma vez a reforma da ONU:
Estamos juntos nessas inúmeras frentes. Mas os países em desenvolvimento não consolidarão uma voz mais ativa sem a reforma da ONU e a ampliação do Conselho de Segurança. Temos credibilidade e estamos dispostos a assumir responsabilidades. Por isso defendo a participação de novos atores nas negociações sobre o Oriente Médio. Não temos histórico colonial nem interesses particulares na região. Podemos ajudar a desobstruir os impasses. Nosso único interesse naquela parte do mundo é o de contribuir para a paz.
Lula prestou homenagem aos primeiro-ministro Singh e ao presidente Zuma pelo compromisso assumido com a iniciativa da Estratégia de Desenvolvimento Social do IBas, que tem como seus principais pilares a cooperação, o diálogo e a solidariedade. Os primeiros frutos já começaram a aparecer: o lançamento de dois satélites do grupo, que trará benefícios nas áreas de navegação e agricultura, entre outras.
Já o Fundo IBAS permite que haja significativos avanços em pesquisa agrícola, formação técnico-profissional, saúde e desenvolvimento de fontes renováveis de energia nos três países.
Com o Fundo IBAS, estamos provando que não é preciso ser rico para ser solidário. Que é possível ajudar sem ingerência nos assuntos internos de outras nações. Estamos provando também que solidariedade não escolhe hora.
