Belo Monte será modelo de hidrelétrica no Brasil

Com o imenso potencial hídrico que possui, seria “insano” o Brasil desperdiçá-lo, o que levaria o País a usar termelétricas a óleo diesel para gerar energia, prejudicando todo o esforço brasileiro em defesa do clima. Por isso é necessário que se construam hidrelétricas, mas sempre respeitando o meio ambiente e a população brasileira, e Belo Monte tem tudo para ser um modelo para o País, afirma o presidente Lula em seu programa de rádio Café com o Presidente desta segunda-feira (26/4).
Nós estamos cuidando da preservação de mais áreas indígenas. Arara da Volta Grande, Xingu e Paquiçamba, que antes seriam atingidas, não vão ser mais atingidas. Há previsão de realocação de 16 mil pessoas. Portanto, nós estamos pensando em fazer uma hidrelétrica que seja modelo, que seja exemplo de que o Brasil vai continuar fazendo a hidrelétrica, mas, sobretudo, o Brasil vai continuar dando importância ao povo brasileiro: cuidar dos nossos índios, cuidar dos nossos produtores rurais, cuidar dos nossos ribeirinhos. As pessoas não terão prejuízo, pelo contrário, o que nós queremos é que a hidrelétrica signifique um ganho para essas pessoas, uma melhoria na qualidade de vida dessas pessoas.

Lula lembra que o projeto inicial de Belo Monte já mudou muito desde que a usina começou a ser discutida há 30 anos -- a área ocupada pelo reservatório da usina, por exemplo, já foi reduzido em 60%. Após décadas de discussões sobre a obra -- só a licença prévia ambiental levou cinco anos de estudos para ser concedida -- chegou o momento de se tocar o projeto, já que o País está crescendo e vai precisar de muita energia nos próximos anos. Belo Monte, afirma Lula, teve um tratamento “qualificado, envolvendo todo o segmento da sociedade num debate”. E sua energia é uma das mais baratas do mercado:
É importante a gente fazer uma comparação para o povo saber o que nós estamos falando: a usina Belo Monte, ela vai. custar R$ 78,00 o megawatt/hora; uma usina eólica custa R$ 150,00 o megawatt/hora; e uma usina a gás, mais ou menos R$ 200,00 o megawatt/hora. Portanto, a energia hídrica ainda é a mais barata. O que nós precisamos é trabalhar com muito cuidado para fazer as hidrelétricas da forma mais cuidadosa possível, causar o menor impacto ambiental possível, e é por isso que eu estou muito feliz, porque depois de 30 anos finalmente Belo Monte vai sair.
O presidente Lula falou também sobre a demarcação da reserva indígena Raposa Serra do Sol, em Roraima, lembrando que desde 2003 já foram homologadas 81 terras indígenas no País.
Hoje são 663 terras indígenas homologadas, declaradas, delimitadas, em estudo, somando 107 milhões e 618 mil hectares, ou seja 12,5% do território nacional já está praticamente preservado e cuidado para os índios. Nós demos um passo definitivo para reconhecer os índios como cidadãos brasileiros, donos da sua cultura, homens livres que podem exercitar da forma que quiserem toda a sua cultura, e cabe agora ao governo garantir mais. Nós temos que garantir possibilidade de produção de qualidade, de educação de qualidade, de saúde de qualidade, para que os índios sintam-se verdadeiramente brasileiros e que a gente tenha orgulho deles serem brasileiros, e eles tenham orgulho do nosso País.

Hidrelétrica para o país é ótimo.
O problema é o governo emitir uma Licença de Instalação que não foi assinada por nenhum técnico do IBAMA, por discordarem de todo o processo e do atendimento às condicionantes.
Mas, como este desgoverno faz o que quer passando por cima das leis, exigiu do presidente daquele instituto a emissão da licença mesmo sem o aval dos técnicos.
Lulla, o pior presidente que o país já teve.

Governo Lula devolveu a esperança ao povo brasileiro, afirma Dilma
Dilma na Web: Os oito anos do governo Lula trouxeram de volta a “esperança ao povo brasileiro”, disse a pré-candidata do PT, Dilma Rousseff, durante encontro estadual do partido hoje, no Rio de Janeiro. No evento, foi apresentada a pré-candidatura do prefeito de Nova Iguaçu, Lindberg Farias, ao Senado.“O que ele [o governo Lula] deu foi essa imensa esperança que tenho orgulho de representar. Tinham relegado esse povo para uma situação de desesperança”, discursou Dilma para mais de 5 mil pessoas na quadra da Portela. Ela foi recebida com uma paródia da música “Deixa a vida me levar”, de Zeca Pagodinho. O auditório cantava “deixa Dilma me levar, dilma leva eu”.Para ela, foi importante a geração recorde de emprego no país durante a gestão petista, quando foram criados mais de 12 milhões de postos formais de trabalho. “Vamos ter um governo que mais gerou empregos no país. Vamos acabar com a era do bico, a época em que as pessoas precisavam fazer um bico para alimentar a família”, salientou.Dilma voltou dizer que, nos próximos dez anos, o Brasil tem condições de dar fim à miséria e que, agora, há condições econômicas e sociais para os brasileiros terem uma melhoria de vida. “Os primeiros passos o presidente Lula deu quando tirou milhões de brasileiros da miséria e outros foram para classe média. Subir na vida era uma coisa que estava proibida na sociedade brasileira.”A pré-candidata reforçou a importância das empresas estatais na época da crise internacional. ”Mostramos que empresas estatais valorizadas são capazes de ajudar no desenvolvimento do país. Tem uma história ótima do Banco do Brasil. Quando veio a crise só o Banco do Brasil investiu. Quando investiu na crise foi o que mais lucrou. Estamos mostrando que a empresas estatais são armas poderosas em tempos de crise”, disse.
Principais adversários são os que estão por trás do tucanato
Simone de Beauvoir disse que “a ideologia da direita é o medo”. O medo foi o grande adversário das campanhas de Lula. O grande adversário dessa campanha não é mais o medo; tampouco é Serra, candidato de poucas alianças, sem programa e que esconde seu oposicionismo no armário. O grande adversário São os que estão por trás do tucanato e o utilizam como recurso político de uma guerra elitista, preconceituosa, autoritária e desigual.

A campanha de 2010 não é apenas uma, mas pelo menos três grandes batalhas combinadas. Uma disputa política, dos que apóiam as conquistas do governo Lula contra aqueles que sempre as atacaram e agora se esquivam de dizer o que pensam e o que representam.
Uma disputa econômica, dos que defendem o protagonismo brasileiro e sabem da importância central do estado na sustentação do crescimento, contra os que querem eletrocutar nossas chances de desenvolvimento com a proposta de “choque de gestão” e de esvaziamento do papel do estado.
Finalmente, uma disputa ideológica entre, de um lado, a esperança de um país mais justo, igualitário e sem medo de ser feliz, contra, do outro lado, a indústria da disseminação de preconceitos.
Na disputa política, a popularidade do presidente Lula criou uma barreira que a oposição prefere contornar do que confrontar. Serra não quer aparecer como aquilo que ele realmente é: o anti-Lula. O mesmo anti-Lula que ele próprio foi em 2002 e que Alckmin fez as vezes, em 2006. Daí a tentativa de posar como “pós-Lula”.
A oposição irá para a campanha na vergonhosa condição de fingir que não é oposição, que concorda com o que sempre atacou, que quer melhorar o que tentou, a todo o custo, destruir. Os eternos adeptos da ideia de que o Brasil não pode, não dá conta e não consegue, agora, empunham o discurso de que o Brasil pode mais.
Diante do fato de que alguém precisa assumir o impopular ataque ao governo e ao presidente, para alvejar a candidatura governista, surgiram duas frentes. A mais aberta e declarada é realizada pela imprensa mais tradicional, a que tem relações orgânicas com o grande empresariado brasileiro e com uma elite política que a ela é comercialmente afiliada.
Na ânsia de conseguir, contra Dilma, o que não conseguiu em 2006 contra Lula, esta imprensa tomou para si a tarefa de tentar derrotar ambos. Para tanto, tem enveredado em um padrão autoritário que significa um retrocesso claro até se comparado a seu comportamento na época da ditadura.
Naquela época, a ditadura era a justificativa de suas manchetes. Hoje, não. Se não fosse pela democracia e pela mídia regional e alternativa, a situação seria igual à vivida quando era mais fácil ter notícias fidedignas a partir da imprensa internacional do que pela grande imprensa brasileira.
Um exemplo: o tratamento dado à participação do presidente Lula na cúpula nuclear em Washington. Dois dos mais tradicionais jornais brasileiros (Estadão e Folha) deram manchetes idênticas (”Obama ignora Lula…”), numa prova não de telepatia, mas de antipatia.
Um editorial (”O Globo”, 14/4) chegou a dizer que “Lula isola Brasil na questão nuclear”. Se contássemos apenas com esses jornais, teríamos que apelar à Reuters, ao Wall Street Journal, ao Financial Times ou à Foreign Policy para sabermos que a China mudou de posição por influência do Brasil e declarou oficialmente sua opção pelo diálogo com Teerã.
Seria demais pedir que se reproduzisse, por exemplo, o destaque dado à cúpula dos BRICs, que no jornal Financial Times e na revista Economist foram bem maiores do que o conferido à cúpula de Washington. Até hoje, porém, o fato de nosso país estar galgando a posição de polo dinâmico da economia mundial, de modo acelerado, é visto com desdém pelos que não acreditam que o Brasil pode mais.
A questão nuclear teve a preferência porque cai como uma luva à tentativa de trazer para 2010 a questão do terrorismo, além de demonstrar a relação que existe entre as campanhas anti-Dilma, declaradas e mascaradas. A questão do terrorismo é um curioso espantalho invocado pelos próprios corvos (para usar uma imagem apropriada ao lacerdismo que continua vivo na direita brasileira e em parte de sua imprensa).
A diferença sobejamente conhecida e reconhecida entre guerrilha e terrorismo e o fato de que os grupos armados brasileiros sempre se posicionaram contra o terrorismo como forma de luta política são esquecidos. Durante a ditadura, os grupos armados eram acusados de terroristas pela mesma linha dura que arquitetava explodir um gasoduto no Rio e bombas no Riocentro para inventar terroristas que, de fato, não existiam. A parte da imprensa que, por conta própria, reedita o autoritarismo faz jus ao título de “jornalismo linha dura”.
No campo da política econômica, a batalha será igualmente ferrenha e desigual, apesar dos feitos extraordinários de Lula. Seu governo é de fato o primeiro na história do País a conseguir combinar crescimento econômico, estabilidade (política e econômica) e redução das desigualdades.
Segundo estudos, o Brasil conseguiu avançar em termos sociais em ritmo mais acelerado do que o alcançado pelo estado de bem-estar social europeu em seus anos dourados. Mesmo isso não tem sido suficiente para abalar a aposta de alguns setores da elite econômica de que a principal tarefa a ser cumprida é a de tornar o Brasil o país com o estado mais acanhado dentre os BRICs. São os que querem o Brasil mirando o Chile, e não a China, em termos econômicos. Para alguns, que sempre trataram o Brasil como um custo em sua planilha, não importa o tamanho do país, e sim o tamanho de suas empresas.
O que se vê até o momento não é nada diante do que ainda está por vir, dado o espírito de “é agora ou nunca” da direita em sua crise de abstinência. Os ataques declarados são amenos diante da guerra suja que tem sido travada via internet, por mercenários apócrifos que disseminam mensagens preconceituosas.
Dilma é “acusada” de não ter marido, de não ter mestrado, de não ter sido parlamentar. As piores acusações não são sobre o que ela fez, mas sobre o que ela não fez. As mais sórdidas são comprovadas mentiras, como a de ter sido terrorista.

A oposição cometeu o ato falho de declarar que “o país não tem dono”, mostrando que ainda raciocina como na época em que vendeu grande parte do patrimônio público e tratou o Brasil como terra de ninguém. Mas, por sorte, o país tem dono, sim. É o povo brasileiro. E, mais uma vez, é apenas com ele que contaremos quando outubro vier.

Eletrobrás comanda leilão de Belo Monte

Sete minutos depois de dar o primeiro lance, os executivos do consórcio liderado pela Andrade Gutierrez viram uma mensagem piscar na tela do computador da sala em que foram acomodados para disputar a Hidrelétrica de Belo Monte: “Leilão encerrado. Aguarde instrução da comissão para deixar a sala”. Alguns deles demoraram a entender, mas acabavam de ser derrotados por um grupo formado às pressas, com empresas de pouca expressão e sem experiência em obras desse tamanho, arregimentadas pela Eletrobrás, estatal do governo federal.
“Perdemos para o governo”, afirmava, depois do pregão, um executivo do grupo que, além da Andrade, tinha a Vale, a Votorantim e a Neoenergia – favoritos na disputa. “A gente achava que eles não iam nem bidar (dar lance), que estavam ali só para fazer figuração.” Essa era a opinião predominante na praça.
O consórcio vencedor (Queiroz Galvão, Galvão Engenharia, Cetenco, Mendes Jr., Contern, Gaia e a estatal Chesf, controlado pela Eletrobrás) começou a ser formado há poucas semanas, quando o leilão teve uma baixa inesperada. Camargo Corrêa e Odebrecht, que estudavam o projeto há dez anos, desistiram da disputa afirmando que as condições definidas pelo governo são economicamente inviáveis. Foi a partir desse momento que a Eletrobrás usou seu poder para garantir “concorrência” e, ao mesmo tempo, dar uma resposta às construtoras, que pressionavam por mudanças.
A estatal organizou, executou e foi a grande vencedora da disputa, embora o evento tenha sido vendido ao público como um processo privado. Ela definiu as regras da disputa, impôs a taxa de lucro do empreendimento e montou seu próprio time para disputar a concessão. As negociações foram comandadas pelo presidente da Eletrobrás, José Antônio Muniz, que se afastou do cotidiano da empresa.
De acordo com fontes que participaram do processo, dois executivos arquitetaram o consórcio vencedor: Adhemar Palocci, diretor da Eletronorte e irmão do ex-ministro da Fazenda Antonio Palocci, e Walter Cardeal, da Eletrobrás e homem de confiança da ex-ministra Dilma Rousseff, candidata à presidência. Segundo executivos dos consórcios, Adhemar Palocci atuou intensamente depois que o leilão passou a correr o risco de ter um único candidato.
A precariedade do grupo vencedor, liderado pela Chesf, ficou evidente minutos depois do leilão, quando a Eletrobrás começou a procurar novos parceiros, como as siderúrgicas Gerdau, CSN e a petroquímica Braskem. São grandes consumidores de energia, cuja presença garante alguns benefícios ao grupo, pelas regras da disputa.
Mais do que isso, na quinta-feira a estatal chamou para conversar duas empresas de engenharia, especializadas em projetos. Uma delas, a CNEC, fez o primeiro estudo de Belo Monte e trabalhou para o consórcio Camargo/Odebrecht. A outra, Intertec, estava no grupo da Andrade.
Na visão dos grupos privados que perderam Belo Monte, a genética estatal tomou conta do processo em razão da obsessão do Palácio do Planalto por uma tarifa baixa para a energia produzida pela usina. Essa será uma das bandeiras da candidata Dilma. O governo fixou um preço máximo de R$ 83 por megawatt/hora, valor contestado pelas construtoras. Camargo e Odebrecht desistiram, e a Andrade afirma ter chegado ao seu limite para oferecer R$ 82,90 – o lance vencedor foi de R$ 77,97.
Para o governo, no entanto, as construtoras montaram um complô para forçá-lo a aceitar uma tarifa maior ou conceder mais benefícios e financiamento. Não porque o projeto fosse economicamente inviável, como elas alegaram, mas porque queriam aumentar a margem de lucro. Para apoiar sua suspeita, o Planalto recorria sempre ao comportamento da Odebrecht na concessão da Hidrelétrica de Santo Antônio, no Rio Madeira, em 2007. Na ocasião, a empresa insistia que o preço era impraticável. Mas, no dia do pregão, deu um lance com deságio de 35%.
Desta vez, segundo fontes, a Eletrobrás exigiu que os consórcios aceitassem uma taxa de retorno de 8,5%, abaixo da média de 12% pretendida pelas companhias. Foi uma das condições para que os consórcios tivessem parceria com a estatal.Leia mais

Mário Kosel Filho nasceu em 6 de julho de 1949, em São Paulo.
Era filho de Mário Kosel e Therezinha Vera Kosel.
Fazia parte do Grupo Juventude, Amor, Fraternidade, organizado pelo Padre Silveira, da Paróquia Nossa Senhora da Aparecida, no bairro de Indianópolis, juntamente com mais de 30 jovens.
O símbolo do grupo, ironicamente idealizado por Mário, era uma rosa e um violão. Por ser muito prestativo e preocupado em ajudar as pessoas, principalmente crianças e necessitados, foi apelidado de Kuka, pelos demais participantes do grupo.
Mário estava com 19 anos e prestava o serviço militar. Estava incorporado na 5ª Cia. de Fuzileiros do 2º Batalhão, no 4º Regimento de Infantaria Raposo Tavares, em Quitaúna.
Na madrugada de 26 de junho de 1968 estava no quartel, em serviço, quando ouviu um tiro, disparado pelo soldado Rufino, que fazia a guarda externa do quartel. Saiu para ver o que se passava e foi informado pelo soldado Rufino que o tiro foi para cima, para advertir um automóvel que, em alta velocidade, rompeu a barreira da área proibida ao tráfego de veículos. O motorista do automóvel deve ter se assustado e colidiu com um poste. Mário, preocupado em ajudar possíveis feridos, foi até o mesmo. Ao se aproximar do automóvel acidentado, um outro automóvel passa pelo local e seus ocupantes lançam sobre o automóvel acidentado uma bomba de grande poder destrutivo.
Mário teve morte instantânea, pedaços de seu corpo foram lançados em todas as direções.
Um dos ocupantes do segundo automóvel (que atirou a bomba) era Dilma Rousseff.
Não consigo entender como é possível uma assassina permanecer solta e ainda chegar aonde essa mulher chegou. Dilma e outros criminosos e assassinos, que deveriam estar nas penitenciárias, relaxam e gozam sem quaisquer preocupações, enquanto os ladrões de galinhas sofrem severas penalidades.
Agora, a exemplo do que fizeram com Lula, os marqueteiros vão tentar vender a imagem de paz e amor dessa assassina.
Ainda assim, enquanto eu viver, não me calarei, até que todos saibam.

NO PT HÁ ARMAÇÃO PARA TUDO…
Uma mosca zumbideira zumbizou em meu ouvido um zunzunzum que… de novo campeia nos corredores do Planalto: dizem que o presidente Lula anda desacorçoado com o desempenho de sua pupila na campanha.
A continuar assim periga dela naufragar já no primeiro turno! Daí que…poderia estar sendo articulado um plano B, uma manobra salvadora para os petistas: Lula renunciaria a seu cargo para se lançar candidato a vice de Dilma e assim poder acompanhá-la em tudo que é palanque .
Creem os “grandes pensadores” do PT que com esta alavancada Dilma obterá os votos suficientes para eleger-se presidenta .
Mas a estória não termina aí! Depois de eleita, Dilma cumpriria um breve estágio, e em seguida renunciaria por motivo de saúde…afinal já houve um “histórico” de enfermidade, não é? E assim, Lula assumiria legalmente a presidência e poderia ficar mais 8…OITO ANOS!
A mosca zumbideira arremata o zunzunzum com este raciocínio mais do que lógico: zummm….veja bem você…todas as peças se encaixam quando lembramos que Alencar desistiu de concorrer ao Senado e Meirelles aceitou permanecer no Banco Central, ambos abrindo mão de projetos pessoais e à troco de que? De nada?
Agora confira: os artigos constitucionais que tratam da eleição não impedem que o presidente se candidate a vice, desde que se afaste do cargo seis meses antes do pleito. Pelo menos é isso que se entende da Constituição nos parágrafos 5 e 6 do Artigo 14, que trata dos direitos políticos.
Portanto, se for para acontecer esta trampa…está para estourar, pois de maio a outubro são exatamente 6 meses…
Seria a concretização do sonho petista do terceiro e até do quarto mandato, claro, sempre respeitando a Constituição….à moda democrática do PT.
