Pois bem, qual é a minha disposição? É que nós precisamos fazer a inclusão digital, garantindo quemais todo brasileiro, independentemente da origem social, seja ele dono de um bilhão ou dono de um tostão, ele tenha possibilidade de ter acesso à inclusão digital, com computador, banda larga, para ele poder descobrir oportunidades.

Para o Brasil sair dos atuais 12 milhões de domicílios com acesso à internet por banda larga e chegar a 40 milhões até o final de 2014, o governo vai investir quase R$ 13 bilhões no Plano Nacional de Banda Larga, que foi lançado oficialmente nesta quarta-feira (5/5) em Brasília -- clique aqui para ver apresentação. A prioridade neste momento são 15 estados do Nordeste e Sudeste, mais a capital federal, regiões que já contam com anéis de fibra ótica. Outras 100 cidades serão escolhidas para receber os investimentos do plano, com prioridade para locais da administração pública que estejam relacionados à saúde, educação e segurança.
O gerenciamento do Plano Nacional de Banda Larga caberá à Telebrás, que atuará em parceria com as empresas privadas. Segundo Rogério Santana, secretário de Logística e Tecnologia da Informação do Ministério do Planejamento, o plano do governo para implementar a internet banda larga no Brasil reduzirá o custo atual do serviço para no máximo R$ 35 (velocidade de 512 kbps, no mínimo) -- há a opção de um plano mais simples, a R$ 15, que oferecerá velocidade de 512 kbps e limitação de downloads.
O ministro do Planejamento, Paulo Bernardo, também presente ao lançamento, comparou o PNBL ao programa Luz para Todos, que levou energia elétrica a mais de 10 milhões de pessoas em todo o Brasil. “Buscamos a cidadania e a competitividade da economia brasileira, que é feita com a inclusão digital”, disse.

A organização não-governamental Repórteres Sem Fronteiras divulgou ontem a lista dos 40 maiores predadores da imprensa livre. No rol dos exterminadores de jornalistas e da verdade, há vários amigos do grupo que domina a diplomacia brasileira. Aquele pessoal do governo Lula que fez do Itamaraty conservatório sentimental do marxismo e do antiamericanismo de boutique.
Entre os companheiros, os governos e as organizações criminosas globais adoradas pelo petismo e que abominam a liberdade de expressão, constam políticos parvos como Mahmud Ahmadinejad, o regime provecto da família Castro em Cuba e os narcotraficantes das Farc. Naturalmente que está faltando alguém na lista e você acertou em cheio se pensou no parlapatão de Caracas e grande embusteiro do movimento boliviariano, Hugo Chávez.
Apesar de cometer todo tipo de atrocidade contra a liberdade de imprensa, prender e arrebentar jornalistas, além de empastelar empresas de comunicação, inclusive tratar o direito de opinião como matéria de direito penal, o Chapolin do Orinoco não está entre os 40 mais perniciosos do mundo.
Não há dúvida de que Hugo Chávez é um político desqualificado. De acordo com os critérios dos Repórteres Sem Fronteiras não é páreo para a Máfia Siciliana, os cartéis de traficantes do México ou o mulá Mohammad Omar, líder dos talibans. O pessoal que se sente ofendido de ver o regime de Fidel em tão má companhia, por favor não se apresse em julgar os Repórteres Sem Fronteiras como títeres do capitalismo. Na relação dos 40 maiores predadores o mapeamento foi efetuado com evidente imparcialidade ideológica.
A ONG condena tanto as Forças de Defesa de Israel quanto a ditadura da Síria e a Força de Segurança da Autoridade Palestina. A listagem situa no mesmo patamar de violação da liberdade de imprensa o Grupo Separatista ETA, da Espanha – responsável por uma série de atentados contra jornalistas e veículos de comunicação que não se afinam com suas pretensões terroristas – e o inspetor-geral da Polícia da Nigéria, o conhecido carniceiro da palavra Ogbonna Onovo.
O fato de não constar da lista dos 40 mais, não faz do venezuelano um Dalai Lama da liberdade de expressão. Ao contrário, em outra classificação a organização não-governamental promove um ranking anual de 175 países chamado Índice da Liberdade de Imprensa. Em 2009, a Venezuela ficou em 125º lugar.
O Brasil, para minha surpresa, se encontra na 71ª posição, abaixo de países até recentemente conflagrados e envolvidos em programa de genocídio e limpeza étnica como a Sérvia. Ou um pouco melhor do que a Nicarágua, cujo presidente, Daniel Ortega, é uma marionete de Chávez e na década de 80 comandou o Movimento Sandinista, que nada mais era que uma organização terrorista a serviço de Cuba.
Certamente ainda há no Brasil forte tentação de estabelecer limites à imprensa e o último manifesto institucional neste sentido consta do malsinado Plano Nacional de Direitos Humanos, onde foi previsto mecanismo de controle social da mídia e dos veículos de comunicação. Vale lembrar que os proponentes de tamanho despautério já estão em fase de limpar as gavetas e voltar para casa. É justo criticar a concessão da tutela antecipada de alguns magistrados no que se refere à publicação de reportagens e o caso do Estadão é exemplo negativo, no entanto o comportamento do Supremo Tribunal Federal tem sido indubitável no sentido de garantir a liberdade plena de expressão. Tanto é verdade que removeu da ordem jurídica as normas de exceção que poderiam contaminar de alguma forma a imprensa livre.
O interessante é notar que os mesmos agentes políticos que pretendem criar por aqui freios à liberdade de imprensa reverenciam lá fora os operadores da tirania editorial. Não é de se estranhar que sintam bem na companhia desses maus elementos.

Ministério Público recomenda que TSE multe Dilma e PT por propaganda antecipada

O Ministério Público Eleitoral enviou hoje ao TSE (Tribunal Superior Eleitoral) um parecer favorável à aplicação de multa ao Diretório Nacional do PT e à cassação dos direitos de transmitir o programa partidário durante o primeiro semestre deste ano. Segundo o documento, o partido promoveu a imagem de sua pré-candidata Dilma Rousseff em seu programa que foi ao ar em dezembro de 2009.
O parecer, assinado pela vice-procuradora-geral eleitoral, Sandra Cureau, foi juntado a uma das representações propostas pelo PSDB e DEM contra seus adversários políticos por suposta propaganda eleitoral antecipada. Esse documento é essencial para que o caso seja julgado pelo TSE.
Os partidos alegaram que o PT desvirtuou a finalidade do espaço destinado à propaganda “com a divulgação, de forma distorcida e falseada, que governos do PSDB e que governo FHC governavam somente para a classe mais rica da população e que a única preocupação seria enriquecer as custas das vidas das pessoas mais pobres”.
De acordo com o Ministério Público, o programa “ultrapassou claramente” os limites previstos na Lei dos Partidos Políticos. Segundo Cureau, o PT diz que caberá à Dilma implementar programas e ações governamentais do presidente Lula, como o pré-sal e o PAC (Programa de Aceleração de Crescimento).
“Essa estrutura, apresentada na propaganda em questão, nitidamente revela seu cunho eleitoral, ao realçar as qualidade de gestora da representada, configurando espécie de propaganda eleitoral extemporânea em sua forma subliminar”, diz o parecer.

Durante mais de dois anos o governo soltou balões de ensaio, fez declarações, desmentidos, informações contraditórias sobre Telebrás, apesar de ser uma empresa com ações em bolsa. O resultado foi o que se viu: as especulações produziram uma violenta volatilidade, uma alta espetacular das ações. Altas e quedas produziram ganhos aos mais espertos.
A notícia que saiu aos pedaços foi confirmada: a Telebrás será a gestora do Programa Nacional de Banda Larga (PNBL). A forma correta de fazer isso era o governo decidir primeiro e anunciar depois. A Comissão de Valores Mobiliários (CVM) deveria ter visto isso. Manipular o mercado dessa forma é crime.
O governo Lula nada fez em matéria de telecomunicação. Tudo o que aconteceu foi decorrente da privatização. A telefonia estatal tinha 20 milhões de clientes dos serviços de telecomunicações. Agora, 12 anos depois, são 235 milhões.
O número é maior do que a população porque alguns são consumidores de diversos produtos. As empresas, como disseram ontem em nota, investiram R$ 180 bilhões nestes 12 anos. Nada disso seria possível se o setor permanecesse estatal.
O governo Lula não conseguiu sequer usar o fundo criado na venda das empresas, o Fundo de Universalização dos Serviços de Telecomunicações, que tem hoje R$ 10 bilhões depositado lá pelas empresas do setor. Esse fundo era exatamente para ampliar serviços como a banda larga.
Depois de sete anos sem fazer coisa alguma, o governo Lula, a sete meses do seu fim, lança um plano para investir R$ 13 bilhões em cinco anos e reintroduzir o Estado no setor. E o faz com óbvias fanfarras eleitoreiras.

Pesquisa Ibope divulgada nesta quarta-feira (21) aponta o candidato do PSDB, José Serra com 36% das intenções de voto e Dilma Rousseff, do PT, com 29%. A pesquisa sobre intenção de votos para presidente foi encomendada pela Associação Comercial de São Paulo e divulgada no jornal Diário do Comércio. Os sete pontos percentuais que os separam eram cinco na pesquisa anterior do mesmo instituto (35% a 30%).
Segundo o jornal, o levantamento mostra os pré-candidatos Ciro Gomes (PSB) e Marina Silva, do PV, empatados em terceiro lugar, com 8%. Em um possível segundo turno, Serra venceria com 46% dos votos e Dilma teria 37%.
A pesquisa foi realizada entre os dias 13 e 18 de abril com 2002 entrevistados em 141 municípios do País. A margem de erro é de dois pontos percentuais para mais ou para menos.

O ex-governador de São Paulo, José Serra (PSDB), tem 38% das intenções de votos na corrida presidencial, segundo pesquisa Datafolha realizada nos dias 15 e 16 de abril, publicada pelo jornal “Folha de S.Paulo” neste sábado (17). De acordo com o levantamento, o tucano tem 10 pontos percentuais de vantagem sobre a candidata do PT à Presidência da República, Dilma Roussef, com 28%.
No fim de março, Serra e Dilma tinham, respectivamente, 36% e 27%, segundo o mesmo instituto de pesquisa. Levando-se em consideração a margem de erro de dois pontos percentuais (para mais ou para menos), o quadro não mostra alteração significativa. Marina Silva (PV) teve 10% das intenções de votos. Ciro Gomes (PSB) soma 9%.
De acordo com o Datafolha, 7% dos entrevistados disseram que vão votar em branco, nulo ou em nenhum candidato, e 8% ainda não sabem em quem votar.
Aprovação do governo
A aprovação do governo do presidente Luiz Inácio Lula da Silva oscilou ligeiramente para baixo desde a última pesquisa, em março. Dos entrevistados, 73% consideram ótimo ou bom. No levantamento anterior, esse índice era 76%. A margem de erro também é de dois pontos percentuais, para mais ou para menos.
Segundo o Datafolha, 22% consideram o governo regular (contra 20% em março), 5% ruim ou péssimo (contra 4% na última pesquisa). A nota média do governo permaneceu em 7,9.

O Ministério Público Eleitoral apresentou parecer nesta quarta-feira (5) no qual recomenda ao Tribunal Superior Eleitoral (TSE) a aplicação de multa individual de até R$ 25 mil ao Diretório Nacional do PT e à candidata da sigla à Presidência da República, Dilma Rousseff, por suposta propaganda irregular.
O parecer foi elaborado sobre a representação proposta pelo DEM e pelo PSDB. Os dois partidos de oposição denunciaram Dilma e sua legenda por suposta irregularidade no programa partidário que foi ao ar em rádio e TV no dia 10 de dezembro de 2009.
Além da aplicação de multa, a representação pede a cassação do direito de transmissão do programa do PT previsto para ser exibido no dia 13 de maio. A representação será analisada pelo ministro Aldir Passarinho Junior, corregedor-geral eleitoral.
Na denúncia, os partidos de oposição argumentam que o PT teria utilizado a propaganda partidária de dezembro de 2009, veiculada em cadeia nacional, “para promover a candidatura de Dilma Rousseff à Presidência da República”. Os dois partidos sustentam que o PT divulgou sua posição em relação a temas político-comunitários “de forma abusiva e ilegal”. Acentuam que o Partido dos
Trabalhadores, durante a veiculação da propaganda partidária, não se limitou à discussão de temas de interesse político-comunitários, “mas à ilegal comparação entre as atuações de governos sob a direção de agremiações adversárias”, o que configuraria propaganda eleitoral subliminar e fora do período autorizado em lei.

O Ministério Público Eleitoral afirma que a referida propaganda ultrapassou os limites previstos na legislação eleitoral, sendo evidente a promoção pessoal de Dilma Rousseff, “notória candidata à Presidência da República”. Para o MPE, a propaganda procurou fazer uma comparação entre o governo federal atual e o anterior de Fernando Henrique Cardoso.
De acordo com o parecer, a propaganda afirma que o presidente Luiz Inácio Lula da Silva “construiu uma grande ponte para o futuro”, com programas como “Minha Casa, Minha Vida”, “Programa de Aceleração do Crescimento” e o “Pré-Sal”, e a responsabilidade pelas ações foi atribuída a Dilma, então ministra da Casa Civil.
